Israeli arms factory to put up plant in Philippines
UNKNOWN TO MANY, months before the Presidential visit to Israel and Jordan, a leading arms manufacturer in Israel had frequented the Philippines in search for a strategic KIDAPAWAN CITY –Mainit ngayon ang isyu ng P2 milyong pondo na inilabas ng Department of Agriculture (DA) para sa isang poultry project sa Kidapawan City na idinaan sa asosasyon na karamihan umano sa mga miyembro at Board of Trustees ay kawani sa tanggapan ni Vice Mayor Bernardo Piñol.
Ito ang ibinunyag ni City Legal Counsel, Attorney Christopher Cabelin at lumabas rin umano ito sa isinagawa nilang special oversight committee na siyang nagsiyasat at tumukoy sa mga proyektong pumapasok sa Kidapawan City Government.
Nabatid na ang pondong inaprubahan ni Agriculture Secretary Manny Piñol – na kapatid naman ni Vice Mayor Piñol - ay idinaan sa local government para sa Diamond Agri-ventures Farmers Association (DAVFA) dahil sa walang kakayahan ito na maaccount ang pondo.
Agad naman sinagot ni DAVFA Vice President partner.
Silver Shadow Advance Security Systems Ltd., (SSASS) had series of exploratory meetings with Rayo Illuminar Corp., (RIC) and both parties had Melencio Lambac ang mga alegasyon sa kanilang asosasyon at sinabi nito na wala umano siyang nakikitang conflict of interest sa pagbuo ng mga empleyado sa nasabing asasasyon upang makakuha ng tulong mula sa DA.
Buwelta pa ni Lambac na hindi ito ang unang pagkakataon na hinarang diumano ni Mayor Joseph Evangelista ang proyekto ng DA. Aniya pa, may mga nadownload na budget ang DA na hindi naman mga empleyado ng gobyerno ang benepisyaryo at hinarang umano ito dahil sa hindi naman kaalyado. Para kay Lambac, napulitika lamang umano sila kaya agad na nagbuo na special oversight committee si Evangelista, gayun marami naman umanong proyekto ang pumasok sa city government na hindi naman dumaan sa special oversight committee.
Hinamon naman nivice Mayor Piñol si Attorney Cabelin na magpakita ng batas na nagtutukoy na bawal ang mga kawani ng identified prospective areas where to set up a manufacturing plant. Being eyed is Limay town in Bataan province in Central Luzon.
SSASS Chief Executive gobyerno na direktang tumanggap ng benepisyaryo mula sa DA.
Sinabi rin ni Vice Mayor Piñol na wala siyang nakikitang conflict of interest sa naturang proyekto. Ibinulgar din nito na sa simula’t sapol, alam ni Mayor Evangelista ang nasabing proyekto at si Attorney Cabelin pa mismo ang lumagda ng memorandum of agreement nito.
Dahil dito, hinamon ni Vice Mayor Piñol si Attorney Cabelin kung siya ba ay legal counsel ng city o personal na legal counsel ni Mayor Evangelista. Dagdag pa nito na ginawa lamang niya ang nasabing hakbang upang makatulong sa mga job order at casual employees ng local government na kakarampot lamang ang kinikita.
Suportado naman ng mga empleyado ang hakbang ni Vice Mayor Piñol at nagpasalamat pa nga ang mga ito sa kanya at sa pondo ng DA dahil sa malaking tulong umano ito para sa lahat. Officer Amos Golan and RIC Chairman, Salvador Zamora, had entered into a memorandum of undertaking wherein the Israeli company committed to infuse an initial investment of $50million. SSASS and RIC will initially manufacture and assemble firearms and ammunition. SSASS also committed to train and then employ at least 160 personnel.
During the State Visit of Pres. Rodrigo Duterte, a ceremonial signing of Letter of Intent by SSASS Amos Golan and its ranking officials with Trade Sec. Ramon Lopez were among the significant event held. Later a demonstration of the firefight capability of varied types of firearms under the brand name Gilboa followed with Defense Sec. Delfin Lorenzana witnessing.
RIC Chairman Zamora in an interview said that he expects Amos Golan to be in the Philippines this month to finalize their partnership with the end in view of starting the installations of vital apparatus of the manufacturing and assembly plant which will be operational by 2019.
