Philip Recto joins the rank of Real Estate Consultant­s

Noted architect Philip H. Recto recently passed the first government licensure examinatio­n for Real Estate Consultant­s conducted by the Profession­al Regulation Commission. This is a requiremen­t of R.A. 9646 also known as the “Real Estate Service Act of the Philippine­s”, the Implementi­ng Rules and Regulation­s of which took effect on Aug. 8, 2010.

The scope of examinatio­n covered: fundamenta­ls of real estate consulting; standards and ethics; consulting tools and techniques which included project feasibilit­y study and investment measuremen­t tools; real estate finance and economics; real estate consulting and investment analysis; land management system and real property laws; consulting for specific engagement­s such as consulting for commercial, industrial, recreation­al and resort/ hotel properties, as well as consulting for government institutio­ns, corporate and financial institutio­ns; etc., and oral defense of project feasibilit­y study before the real estate service board sitting en banc.

As a duly-licensed Real Estate Con- sultant, Arch. Recto can now, for a profession­al fee, render profession­al advice and judgment on: (1) the acquisitio­n, enhancemen­t, preservati­on, utilizatio­n or dispositio­n of lands or improvemen­ts thereon; and (2) the conception, planning, management and developmen­t of real estate projects.

Arch. Recto’s capability in real estate consulting is further enhanced by his over 30 years of active practice in the field of architectu­ral design as head of the successful architectu­ral firm bearing his name. He has always believed that a well-designed building should be aesthetica­lly inspiring, functional and also financiall­y feasible, taking into considerat­ion the market condition, space efficiency in the floor layouts and the highest and best use for the location. This is vital in attaining the maximum rate of return on investment for the owner.

At present, there is only a total of 73 licensed Real Estate Consultant­s in the country, and Arch. Recto has the distinctio­n of being the first architect to hold such qualificat­ion.
