Cavite torture victim identified

CAMP VICENTE LIM, Laguna – Police yesterday identified the theft suspect who was reportedly tortured by the former police chief of Carmona, Cavite in January.

Electricia­n Marlon Manonan of Barangay Mabuhay, Carmona, was the man seen in a video being tortured by Chief Inspector Jigger Noceda, the former police chief of Carmona.

Noceda was seen on video hitting Man-onan with a piece of wood, while two other police officers – Police Officer 2 Danilo Ang and Police Officer 1 Bernard Amadure – looked on.

Man-onan is hiding with his relatives in Batangas, according to Chief Inspector Rey Ochavo, the new town police chief.

Ochavo said Man-onan’s father Eulogio told him that his son has no plan to return home after the incident.

He told The STAR that Man-onan and his parents have no plan to file a criminal complaint against Noceda. Man-onan’s parents refused to reveal the whereabout­s of their son for security reasons.

“Man-onan was able to settle the theft case and he was forgiven by his victim, who is a co-worker, “Ochavo said in a phone interview.

Eulogio said that his son is afraid to return home or show himself to the authoritie­s after the video was exposed.

Ochavo said the provincial investigat­ion unit is conducting a pre-charge evaluation of Noceda, Ang and Amadure.

Last Friday, Noceda was removed from his post over the torture video. He was charged with grave misconduct along with Ang and Amadure.

Noceda claimed he was merely imposing disciplina­ry action, although he admitted that what he did was wrong. He is reportedly ready to face the consequenc­es of his action.
