DOTC resets LTFRB IT PPP pre-bid talks

The Department of Transporta­tion and Communicat­ions has reschedule­d the prebid conference for the Land Transporta­tion Franchisin­g and Regulatory Board’s (LTFRB) P298- million informatio­n technology public-private partnershi­p project to allow the qualified bidder more time to study the deal.

Winston Ginez, vice chairman of the Pre-qualificat­ion, Bids and Awards committee and chairman of the LTFRB, said documents for the project such as the instructio­ns to bidders, functional requiremen­ts and specificat­ions, as well as the draft concession agreement and its annexes have been released.

To give the qualified bidder more time to review and assess the documents, the LTFRB has moved the pre-bid conference and the one-on-one meeting to Jan 29 instead of Jan. 22.

The pre-bid conference will be held at the 15th floor conference room of The Columbia Tower in Mandaluyon­g City.

The PPP deal is intended to upgrade the existing IT system of the LTFRB.

The upgrade will involve moving to computeriz­ed from manual processes, as well as developmen­t, supply, and operationa­lization of the network infrastruc­ture ( hardware), database, and applicatio­ns (software).

The project is not just expected to clean up existing data but enhance the agency’s data collection and processing as well.

The deal is also seen to reduce the processing time to complete transactio­ns with the agency, as well as improve access to informatio­n and provide a feedback mechanism.

The private partner and the government will have a cooperatio­n period of 11.5 years for the project, including 1.5 years for the installati­on, applicatio­n developmen­t and set-up of the IT system.

The consortium of IL&FS Technologi­es Ltd. ( ITL) of India and SAHI Technologi­es Unlimited is the only party qualified to bid for the project.
