Noy failed as a leader – Binay
Opposition presidential candidate Vice President Jejomar Binay described President Aquino as a failure, saying he has not done anything to uplift the lives of Filipinos.
“I think he was a failure as a leader,” Binay said in an interview with radio dzIQ station yesterday.
The Vice President, a former member of Aquino’s Cabinet who has since become his critic, scored the underspending recorded in the present administration.
“How will you uplift the lives of the poor, how will you give free (services), if you are not spending the money that are being collected from the taxes?” he said in Filipino.
Binay noted reports that the Aquino administration will leave around P680 billion of unspent funds when it steps down in June.
“Is that correct? Will that give you a passing mark as a manager, an administrator?” the Vice President said.
Binay admitted that he was hurt by the allegations against him, but stressed that he would stop the practice of sitting presidents going after their predecessors.
“We will always aim to have a united Philippines… Hopefully, my administration will be known as a healing and unifying administration,” he said, clarifying that if charges are brought against Aquino, it would come from other people and not from him.

During the interview, Binay also expressed confidence that he would win in the elections, adding that the real battle would be between him and administration candidate Manuel Roxas II.
Binay and Roxas are lagging behind Davao City Mayor Rodrigo Duterte and Sen. Grace Poe in pre-election surveys.
The Vice President dismissed the survey results, saying the second stage of the campaign would require more than just image and perception building.
