Napolcom confirms 9 cops’ promotion for gallantry
The National Police Commission (Napolcom) yesterday confirmed the special promotion of nine members of the Philippine National Police (PNP) for demonstrating exceptional courage and gallantry at the risk of their lives in the performance of their duties.
Interior Secretary and Napolcom chairman Ismael Sueno promoted to the next rank Chief Inspector Nazier Halil of the Zamboanga City Police Office; Chief Inspector Gil Torralba, Inspector Edward Cantano, PO1 John Vincent Miñano and PO1 Royger Ballaran of the Cavite Police Provincial Office; SPO4 Neil Garnace, SPO4 Anthony Barangan and SPO2 Gary Gomez of the Angeles City Police Office, and PO2 Ryan Cabansag of the PNP Headquarters Support Service.
Napolcom vice chairman and executive officer Rogelio Casurao said Halil was promoted in recognition of his courageous act at the height of the Zamboanga siege in September 2013.
He was mainly responsible for the rescue of the team headed by then Zamboanga City Police Office Chief Senior Supt. Jose Chiquito Malayo from the hands of Moro National Liberation Front rebels who captured them.
Despite being unarmed, Halil immediately proceeded to the area and became the direct contact in providing real time situation on the ground.
Halil braved all adversities in going to the location and facilitated the passage of the rescue team into neutral ground.
Meanwhile, Torralba, Cantano, Miñano and Ballaran were hailed for the successful police operation conducted on May 27, 2014 against alleged members of the Alimango robbery/holdup group.
The gang was planning to stage a robbery at Evermore/ High Steel Lumber along Aguinaldo Highway, Barangay Biga 2, Silang, Cavite.
The police operation resulted in the death of eight suspects and the recovery of death-dealing items that included two caliber .38 revolvers, two 9mm caliber Armscor pistols, four .45 caliber pistols, 10 magazines of different calibers, 60 pieces of assorted ammunition and three fired cartridge cases.
Sueno said special promotion was also granted to Garnace, Barangan and Gomez for the successful surveillance
and actual implementation of a search warrant against Taiwanese national Lin Chin Kuan and two others last May 31 in Angeles City which resulted in the seizure of 45 gallons of liquid shabu, a huge volume of controlled precursors and essential chemicals, oxygenator, suction, pump, laboratory equipment and powder substances with an estimated value of P1.372 billion.
Cabansag, on the other hand, singlehandedly resisted three robbery/holdup suspects on a Del Carmen passenger bus while traversing along North Luzon Expressway on Sept. 13, 2015.
Cabansag and his family were on board the bus when one of the robbers was about to shoot a passenger. He quickly introduced himself as a police officer and one of the robbers shot but missed him, prompting Cabansag to retaliate.
