This special seminar will feature Engr. Antonio Molano Jr. who is presently the director of the DPWH Region 3. He is a subject matter expert on procurement of goods and infrastructure having written the procurement manual and bidding documents for civil works and lectured extensively on these topics. He was part of the team that drafted the IRR on procurement law and Edmund Talle who served as a director of the Department of Budget and Management, procurement specialist of the AusAID program on Provincial Road Management Facility under the Coffey International Development Pty in 2012,chair of the Regional Inter-Agency Bids and Awards Committee (R-IABAC) in Region VIII, and lectures on Procurement Law and IRR for the capacity building of many LGUs.
