Shell names new Phl country chair
Cesar G. Romero has been named as the new country chairman of the Shell companies in the Philippines and president of Pilipinas Shell Petroleum Corp. effective Nov. 1, as incumbent Edgar O. Chua steps down in retirement.
Chua has worked in Shell for 37 years in various local and overseas assignments, with the past 13 years in his present capacity.
Romero is a member of the Shell global retail leadership team which sets policies, strategies, annual business targets, capital allocation and operations for Shell’s downstream retail business—the largest single branded retailer in the world comprised of over 43,000 retail stations.
Romero first joined Shell Philippines in 1987 as a refinery engineer and went on to work at the Shell Center in London by 1995, joining the scenario planning team and later the strategy and portfolio team of the East Asian regional office. He then served as general manager for retail for Shell Philippines and the North Pacific cluster before coming back to the UK as vice president for downstream management consultancy, concurrent with the role of business assistant to the executive director of Shell’s global downstream business.
From 2007 to 2009, he was based in Singapore as vice president for supply– east, and from 2009 to 2013 as vice president of retail sales and operations– east, which is accountable for the operating profit and loss of Shell retail stations in Southeast Asia, South Asia and China.
Most recently, Romero assumed the role of vice president in the global retail network, responsible for the management and capital investment associated with the global retail business’ physical assets worldwide. These include network planning, real estate, gas station construction, facilities maintenance, soil and groundwater services and HSSE (health, safety, security and environment).
Cesar holds a bachelor of science degree in mechanical engineering (cum laude) from the University of the Philippines, and a master’s degree in business administration (with high distinction) from the University of Michigan. He has also attended a variety of management development courses at the London Business School and the Wharton School of the University of Pennsylvania.
