MVP to submit unsolicited proposals
The group of businessman Manuel V. Pangilinan is planning to submit unsolicited proposals to the government for projects in the infrastructure, power and agriculture sectors.
“I think there are quite a number of possibilities but we haven’t had time to really cover it and determine whether we should submit an unsolicited proposal,” Pangilinan who serves as chairman of infrastructure conglomerate Metro Pacific Investments Corp. (MPIC) told reporters.
Pangilinan said the projects being considered by the group cover the infrastructure, power and agriculture sectors.
He also said the group prefers to submit proposals for projects outside of Metro Manila to help spur development in the provinces.
“We have to decide internally... ones would we make unsolicited proposals,” Pangilinan said.
Earlier, MPIC’s tollway unit Metro Pacific Tollways Corp. (MPTC) said it has informed the Department of Public Works and Highways of its interest to build a 9.80-kilometer, four-lane expressway to connect the Manila-Cavite Toll Expressway (Cavitex) to Rosario and Sangley Airport in Cavite.
This, even as MPTC has yet to complete its study for the project.
The Duterte administration has earlier expressed willingness to accept and consider unsolicited proposals by private groups.
At present, MPIC is involved in infrastructure projects in the rail and tollways sectors under the public-private partnership (PPP) program.
MPIC, in partnership with Ayala Corp., bagged PPP projects such as the Light Rail Transit Line 1 Cavite Extension and Operation and Maintenance, as well as the Automatic Fare Collection System currently being used by Metro Manila’s railways, select buses and convenience stores, as well as the Cavitex.
The infrastructure conglomerate was likewise awarded the Cavite- Laguna Expressway and the North Luzon Expressway-South Luzon Expressway Connector Road.
Apart from tollways and rails, MPIC is involved in the following businesses: water, power, health care and logistics.
