The Bureau of Customs raised the de minimis value, or the value of goods which are exempted from duties and taxes, from P10 to P10,000 inclusive of freight charges on October 26, 2016. All imports under the de minimis category will not be physically opened unless mandated by internationally accepted administration risk principles. De minimis packages will only be examined via x-ray or equivalent devices, but a customs examiner can inspect the goods if these are categorized under prohibited and restricted importations such as tobacco goods, wines, and spirits.
Also, said packages will be lodged and processed under a simplified system using information and communications technology which will allow for advanced clearance and proper customs monitoring.
The de minimis rule change will favor local buyers and sellers as research indicates that 42 percent of consumers prefer to purchase goods abroad and 47 percent of APAC SMEs see a rise in intra-regional trade within the next year.
A more dynamic importation is expected to arise as consumers, travelers, and local SMEs now have expanded purchasing powers.
