DOTr starts bid process for 5 reg’l airports PPP
The transportation department has opened the bidding process for the development, operations and maintenance of five unbundled airport projects, the Public-Private Partnership (PPP) Center announced yesterday.
These are the Bacolod- Silay International Airport, Davao International Airport, Iloilo International Airport, Laguindingan Airport and New Bohol (Panglao) Airport.
The National Economic and Development Authority ( NEDA) approved in November 2016 the unbundling of the regional airport PPP deals.
In a bid bulletin published yesterday, the Department of Transportation (DOTr) said the projects are now open to new bidders.
Previously pre- qualified bidders in the bundled projects are also considered prequalified in the unbundled projects provided there are no changes in their legal, technical and financial capacity.
Previously qualified to submit offers for the projects are: Filinvest-Jatco-Sojitz Consortium (composed of Filinvest Development Corp.; Japan Airport Terminal Co., Ltd; Sojitz Corp.), GMR Infrastructure and Megawide Consortium (composed of Megawide Construction Corp.; GMR Infrastructure ( Singapore) Pte. Ltd. (GISPL)), Maya Consortium (Aboitiz Equity Ventures Inc.; VINCI Airports SAS), Philippine Airports Consortium (Metro Pacific Investments Corp.; Philippines Airport Management Co.) and SMHCIIAC Airport Consortium (San Miguel Holdings Corp.; Incheon International Airport Corp.)
DOTr said the bidding for the five airports would be conducted through the two-stage/two-envelope system under the build-operate-transfer (BOT) law in which bidders are first pre-qualified based on their legal, technical and financial requirements set with the Civil Aviation Authority of the Philippines (CAAP).
Only those that pre-qualify can submit technical and financial proposals which will be evaluated by the Pre-qualification, Bids and Awards Committee.
Interested parties can purchase the pre-qualification documents for a nonrefundable amount of P300,000. These include the Invitation to Pre-Qualify and Bid (ITPQB), Project Information Memoranda (PIM) and the Instruction to Prospective Bidders (ITPB).
DOTr said the specific date for the issuance of the ITPB and the PIM would be announced in a general bid bulletin that would be posted on the DOTr website.
“These PPP projects aim to improve the services of the regional airports by allowing its private sector partner to handle its operation and maintenance including the enhancement of its airside and landside facilities. This is in line with the government’s plan to develop international gateways in the countryside,” said the PPP Center.
