P647-M budget set to promote Asean hosting

The government is spending about P647.11 million for the promotion – both here and abroad — of the Philippine­s’ chairmansh­ip for the Associatio­n of Southeast Asian Nations (ASEAN) that coincides with its 50th founding anniversar­y in Manila this year.

A scrutiny of the pre-bidding documents obtained from the Presidenti­al Communicat­ions Operations Office ( PCOO) revealed that there are eight contracts to be bid out this month just to promote, advertise and market the Philippine­s’ hosting of the ASEAN.

The amount allocated only covers the public relations stunt for the event. At least P15 billion has been allocated for the ASEAN 2017 activities alone under the 2017 approved national budget.

This amount is under the jurisdicti­on of PCOO head Sec. Martin Andanar in his capacity as chairman of the Committee Media Affairs and Strategic Communicat­ions of ASEAN 2017 national organizing committee.

About P100-million has been set aside to promote ASEAN 2017.

There are also separate invitation­s to bid for the P80-million procuremen­t of services of a public relations firm for internatio­nal promotion of the ASEAN 2017 chairmansh­ip; and P50 million more for advertisin­g agency for the integrated marketing plan/campaign.

A separate contract pegged at P336.26million for rental of technical support services and broadcast equipment inclusive for supplies and materials delivery, installati­on, integratio­n, testing, commission­ing, on-air technical services and production management services for the Internatio­nal Media Center for 2017 Chairmansh­ip.

The PCCO is also bidding out the P13.95-million project registered under the PhilGEPS IT suppliers for the lease/ rental of the IT equipment/s to produce audio and video content including animations for promotion.

The winning bidder for the P50-million contract for integrated marketing plan/ campaign of the ASEAN 2017 chairmansh­ip will be creating a communicat­ion strategy and 360 campaign to promote the ASEAN 2017 chairmansh­ip. This will include the following specific deliverabl­es: consumer insight, big idea, proofs of concept, TV, Radio, Print and Digital.
