P647-M budget set to promote Asean hosting
The government is spending about P647.11 million for the promotion – both here and abroad — of the Philippines’ chairmanship for the Association of Southeast Asian Nations (ASEAN) that coincides with its 50th founding anniversary in Manila this year.
A scrutiny of the pre-bidding documents obtained from the Presidential Communications Operations Office ( PCOO) revealed that there are eight contracts to be bid out this month just to promote, advertise and market the Philippines’ hosting of the ASEAN.
The amount allocated only covers the public relations stunt for the event. At least P15 billion has been allocated for the ASEAN 2017 activities alone under the 2017 approved national budget.
This amount is under the jurisdiction of PCOO head Sec. Martin Andanar in his capacity as chairman of the Committee Media Affairs and Strategic Communications of ASEAN 2017 national organizing committee.
About P100-million has been set aside to promote ASEAN 2017.
There are also separate invitations to bid for the P80-million procurement of services of a public relations firm for international promotion of the ASEAN 2017 chairmanship; and P50 million more for advertising agency for the integrated marketing plan/campaign.
A separate contract pegged at P336.26million for rental of technical support services and broadcast equipment inclusive for supplies and materials delivery, installation, integration, testing, commissioning, on-air technical services and production management services for the International Media Center for 2017 Chairmanship.
The PCCO is also bidding out the P13.95-million project registered under the PhilGEPS IT suppliers for the lease/ rental of the IT equipment/s to produce audio and video content including animations for promotion.
The winning bidder for the P50-million contract for integrated marketing plan/ campaign of the ASEAN 2017 chairmanship will be creating a communication strategy and 360 campaign to promote the ASEAN 2017 chairmanship. This will include the following specific deliverables: consumer insight, big idea, proofs of concept, TV, Radio, Print and Digital.
