P647-M bud­get set to pro­mote Asean host­ing

The gov­ern­ment is spend­ing about P647.11 mil­lion for the pro­mo­tion – both here and abroad — of the Philip­pines’ chair­man­ship for the As­so­ci­a­tion of South­east Asian Na­tions (ASEAN) that co­in­cides with its 50th found­ing an­niver­sary in Manila this year.

A scru­tiny of the pre-bid­ding doc­u­ments ob­tained from the Pres­i­den­tial Com­mu­ni­ca­tions Op­er­a­tions Of­fice ( PCOO) re­vealed that there are eight con­tracts to be bid out this month just to pro­mote, ad­ver­tise and mar­ket the Philip­pines’ host­ing of the ASEAN.

The amount al­lo­cated only cov­ers the public re­la­tions stunt for the event. At least P15 bil­lion has been al­lo­cated for the ASEAN 2017 ac­tiv­i­ties alone un­der the 2017 ap­proved na­tional bud­get.

This amount is un­der the ju­ris­dic­tion of PCOO head Sec. Martin An­da­nar in his ca­pac­ity as chair­man of the Com­mit­tee Me­dia Af­fairs and Strate­gic Com­mu­ni­ca­tions of ASEAN 2017 na­tional or­ga­niz­ing com­mit­tee.

About P100-mil­lion has been set aside to pro­mote ASEAN 2017.

There are also sep­a­rate in­vi­ta­tions to bid for the P80-mil­lion pro­cure­ment of ser­vices of a public re­la­tions firm for in­ter­na­tional pro­mo­tion of the ASEAN 2017 chair­man­ship; and P50 mil­lion more for ad­ver­tis­ing agency for the in­te­grated mar­ket­ing plan/cam­paign.

A sep­a­rate con­tract pegged at P336.26mil­lion for rental of tech­ni­cal sup­port ser­vices and broad­cast equip­ment in­clu­sive for sup­plies and ma­te­ri­als de­liv­ery, in­stal­la­tion, in­te­gra­tion, test­ing, com­mis­sion­ing, on-air tech­ni­cal ser­vices and pro­duc­tion man­age­ment ser­vices for the In­ter­na­tional Me­dia Cen­ter for 2017 Chair­man­ship.

The PCCO is also bid­ding out the P13.95-mil­lion project reg­is­tered un­der the PhilGEPS IT sup­pli­ers for the lease/ rental of the IT equip­ment/s to pro­duce audio and video con­tent in­clud­ing an­i­ma­tions for pro­mo­tion.

The win­ning bid­der for the P50-mil­lion con­tract for in­te­grated mar­ket­ing plan/ cam­paign of the ASEAN 2017 chair­man­ship will be cre­at­ing a com­mu­ni­ca­tion strat­egy and 360 cam­paign to pro­mote the ASEAN 2017 chair­man­ship. This will in­clude the fol­low­ing spe­cific de­liv­er­ables: con­sumer in­sight, big idea, proofs of con­cept, TV, Ra­dio, Print and Dig­i­tal.
