Citizens’ guide to the LGU Code seminar up

This one-day seminar is to educate public officials on the salient points of the Local Government Code in order for them to be effective in their work and governance.

It is also to empower the people, advocacy groups and private businesses to be active participan­ts in their LGUs and their communitie­s through advocacies, doing business with the government and other partnershi­ps to work effectivel­y with the local government.

The topics for discussion will focus on the basic foundation and principles on Local Governance: local autonomy, fiscal autonomy, decentrali­zation and democratiz­ation and how these principles are operationa­lized to bring about more responsive and accountabl­e local governance.

This special seminar will feature lawyer Alberto Agra who served the government as Secretary of Justice in 2010.

He also held various positions in government as Solicitor general and government corporate counsel. He provides briefings on this topic to help businesses on the challenges they face with this new law.

He is a strong advocate of PPP, professor of laws (1993 to present) at the Ateneo Law School and a political law bar reviewer in the same institutio­n. He is the author of the 2-volume Course Book on Local Government PPPs and the principal author of Knowing PPP, BOTs and JVs. He also heads Forensic Law and Policy Strategies, Inc. and Forensic Solutions, a think tank with expertise in the fields of policy, law reform, advocacy and governance. Presently, he serves the government as chairman of the board of the Philippine Reclamatio­n Authority.
