DAVAO CITY – People who live in glass houses shouldn’t throw stones.

This was President Duterte’s reminder to former US president Bill Clinton’s daughter, Chelsea, who criticized him online for a rape joke he made before soldiers fighting in Mindanao. “I do not laugh at my own jokes. I’ll tell her,

when your father, the president of the United States then, was screwing (Monica) Lewinsky and the other girls in the White House, how did you feel? Did you slam your father?” the President asked, referring to Chelsea in his speech during the 119th anniversary of the Philippine Navy held at the Sasa Wharf here yesterday afternoon.

Duterte again came under fire for telling the soldiers in Iligan City last week that if a soldier raped three women, he would take responsibility.

The President made the statement as he was expressing support for security forces enforcing martial law in Mindanao due to hostilities in Marawi City.

During the campaign, then presidential candidate Duterte was also heavily criticized for saying he should have been given first dibs before rapists of an Australian woman while he was mayor of Davao City.

Chelsea Clinton tweeted that Duterte’s latest rape comment was “Not funny. Ever.” She also called Duterte a “murderous thug” with no regard for human rights.

“It’s important to keep pointing that out and that rape is never a joke,” Chelsea said.

Duterte said Chelsea must be careful “because you live in a glass house.”

“I repeat, when President Clinton was f ***** g Lewinsky, what was your statement or your reaction?” the President said, referring to the “inappropriate relationship” that Chelsea’s father admitted to have had with Lewinsky, a White House intern when he was US president.

Clinton was impeached but survived ouster, arguing that “I did not have sex with that woman.” Their dalliance reportedly involved oral sex performed by Lewinsky.

“Mahirap ’yon para bang binubugbog niyo rin ako. P **** ng ina insultuhin ko rin kayo,” the President said.

Duterte said if people would listen to his speeches, he would not laugh at his own jokes as he was being sarcastic – like when he said something about soldiers committing rape.

“I am a man of sarcasm. Have you not noticed that? I did not say rape… I said when you rape, I will answer for you because as commander-in-chief I am responsible for everything and anything that is done as a consequence of martial law,” he said.

“I and I alone will be criminally responsible. Connect my words,” the President said.

Duterte then brought up rape allegations against American soldiers stationed here and other countries, citing a case where a victim and her family were paid off and brought to the US and that of a Filipino transgender who was killed by a US serviceman in Olongapo last October 2014.

“Eh, ’yung bakla pinatay nila na puwede niyo namang sipain at ilabas ng kuwarto (They killed the gay when they could have kicked him instead or pushed him out of the room). You did not have to kill the transgender,” the President further said.

“Binabaligtad ko ’yun. Sabi nga ni (Sen. Panfilo) Lacson rhetoric. Eh laking bugoy ako eh,” the President said, attributing his coarse language to his upbringing in the streets.

But despite Duterte’s attacks on Americans, Budget Secretary Benjamin Diokno said talks are underway between officials of the Millennium Challenge Corp. (MCC) and the country’s finance managers to reconsider last year’s deferment of the $433-million grant to the Philippines.
