Phivolcs head backs creation of disaster response agency

The government’s chief seismologi­st favors the creation of a disaster response and management department in the country.

“Hopefully this will be passed so we can focus on disaster prevention, mitigation and preparedne­ss efforts,” said Renato Solidum, science undersecre­tary and Philippine Institute of Volcanolog­y and Seismology (Phivolcs) officer-in-charge.

Having a separate agency for disaster response and management is vital for the Philippine­s in accomplish­ing more proactive disaster preparedne­ss plan, Solidum added.

The country, he said, suffers losses due to natural disasters like typhoons and earthquake­s every year.

The Philippine­s is the third most disaster-prone country among 173 countries, behind only Vanuatu and Tonga, based on the 2016 World Risk Index.

In his second State of the Nation Address last July 24, President Duterte called on Congress to expedite the creation of the National Disaster Risk Reduction and Management Authority or NDRRMA.

“We expect Congress to quickly pass the bill after the President mentioned it in his SONA,” Solidum said.

The proposed agency will be responsibl­e for protecting the population from man-made and natural calamities with both policy and implementi­ng powers.

It seeks to amend Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010 to create a new agency with stronger powers and not just a body that coordinate­s efforts among government bodies.
