Malaysia MTD Capital’s unsolicited proposal gets original proponent status from BCDA
A P12.7-billion unsolicited proposal from Malaysia’s MTD Capital Berhad for a development in New Clark City’s National Government Administrative Center has received an original proponent status (OPS) from the stateowned Bases Conversion and Development Authority (BCDA).
In a statement over the weekend, BCDA said it has given the OPS to MTD Capital Berhad for the development of a 60-hectare portion of the National Government Administrative Center in New Clark City.
MTD Capital Berhad, a Malaysian-based investment holding company with interest in civil engineering and construction, infrastructure development, real estate and property development, energy, ports, and manufacturing of construction related materials, submitted its unsolicited proposal earlier this year.
BCDA said the issuance of a certificate of successful negotiation that confers the OPS to MTD Capital Berhad also signals the opening of the competitive Swiss challenge for the said development.
“Interested proponents may participate in the competitive challenge to be BCDA’s joint venture partner by submitting their letter of interest to apply for eligibility and submit a proposal to the BCDA Joint Venture Selection Committee for National Government Administrative Center and purchasing the eligibility documents starting Nov. 10, 2017,” the state-run corporation said.
The OPS gives MTD Capital Berhad the right to outbid the declared best proposal from the private sector challengers.
A pre-eligibility conference is scheduled on Nov. 23, while submission of eligibility documents is slated on Dec. 11, according to BCDA.
BCDA is set to announce the final winner by January next year.
The National Government Administrative Center is envisioned by the BCDA to house satellite offices of various government agencies.
The future development will include an Integrated Operations Center and Disaster Risk and Recovery Center, which shall serve as a backup facility to provide continuous business and service by the national government.
It will also house sports facilities, including housing for athletes for the national training center.
Phase 1A of the National Government Administrative Center development is targeted for completion by the end of 2019.
New Clark City, BCDA’s most ambitious project to date, is a new metropolis that will rise within the Clark Special Economic Zone in Tarlac.
It is envisioned to be the country’s first and only smart and green city, which will feature mixed-use real estate developments, an agroindustrial park, and a food processing terminal.
