DICT finalizing IRR for free internet
The Department of Information and Communications (DICT) has released the latest version of the draft implementing rules and regulations (IRR) for Republic Act 10929 or the free internet access in public areas law.
In a statement, the DICT said the latest version of the draft IRR was completed following public consultations held last month.
The agency said the draft will be presented to the executive committee of the DICT for consideration and approval.
Based on the draft IRR, public places that will be covered by the law will include national and local government offices, public basic and tertiary education institutions, public hospitals and health centers; public parks, libraries and barangay reading centers, airports and seaports and transport terminals.
The DICT said it shall set standards and qualifications in determining which public places shall be included and prioritized for the rollout of the program.
“The program shall be made available in the unserved and underserved areas where maximum use and access to the internet shall be ensured, such as, but not limited to, computer laboratories and libraries in public basic education institutions and state universities and colleges, main lobbies and hallways of public buildings and transport terminals and at main assembly points in public parks, hospitals and health centers,” read the draft IRR.
“Appropriate signage shall be placed in conspicuous areas of sites with access to the free internet service provided by the program,” it added.
The IRR also allows partnership with the private sector and provides for guidelines and qualifications of private partners.
It also allows internet service providers to acquire and utilize internet connectivity directly from satellite service and other emerging technology providers to ensure universal coverage.
Access to pornographic websites will be prohibited in the free internet access in public places.
