Albayalde: Beltran case a ‘well-executed’ probe

The immediate resolution of the murder of Quezon City barangay captain and congressional candidate Crisell Beltran should serve as an example to other police units on how a well-executed investigation should be done, Philippine National Police (PNP) chief Director General Oscar Albayalde said yesterday.

He praised the National Capital Region Police Office (NCRPO) and the Quezon City Police District (QCPD) for quickly solving Beltran’s murder, which led to the arrest of four suspects.

For Albayalde, other police units should emulate the NCRPO and QCPD for producing results just a few days after the murder was committed.

“This well-executed investigation leading to the arrest of key suspects in the this high-profile murder provides a working template for other PNP units in handling similar cases of heinous crime,” he said.

Beltran was running as representative of Quezon City’s second district in the midterm elections. Police have yet to determine the motive.

Among those arrested is Teofilo Formanes, said to be the main gunman. He was caught at the Commonwealth Market, where he works as an inspector, on Friday. A 9mm pistol was seized from him.

Formanes was identified by witnesses as the person who fired at Beltran’s vehicle.

The other suspects are brothers Ruel, Orlando and Joppy, all surnamed Juab, who were caught at their house, also in Barangay Commonwealth.

They are facing charges of murder, frustrated murder, attempted murder and illegal possession of firearms.

Two other suspects in the killing – Warren Juab and Dutch Boy Bello – remain at large.
