Guide to PPP lease contracts

Long-term lease contracts to use, develop and profit from government properties by way of Public-Private Partnershi­ps (PPP) are becoming more and more popular. Those organizati­ons who have the monopoly of knowledge on how to enter into this type of agreements benefit a lot from it.

To educate the public on how to lease idle government land to generate economic developmen­t, the Center for Global Best Practices will host a pioneering program entitled, Best Practices Guide to PPP Lease Contracts to be held on Sept. 19, at the Marriott Grand Ballroom, Resorts World Complex, Pasay City.

This program is designed to help participan­ts navigate and understand the different types of lease arrangemen­ts including straight or simple lease,

Build-Lease-and-Transfer, etc. All applicable laws that will apply on contracts such as BOT Law, Public Land Act, DPWH Guidelines, Government Procuremen­t Reform Act will also be discussed.

Attendees will gain valuable insights, practical tips and the right answers on the kind of regulatory approvals needed for lease contracts, guidelines if the government is the lessee or the lessor and more.

Learn from the Father of Philippine PPPs, Atty. Alberto C. Agra. He is a Certified PPP Specialist and Certified Regulation Specialist. He has done over 300 lectures on PPPs and his PPP template has been adopted by the DILG and numerous LGUs. He is a professor of laws and a bar reviewer at the Ateneo Law School (1993 to present), and co-author of “Knowing BOT and JV”.

Currently, he is the chairman of the Board of the Philippine Reclamatio­n Authority. He is the former acting secretary of Justice, acting solicitor general and government corporate counsel.
