The European Ombudsman
Did you know you can file a complaint to the European Ombudsman when you’re not satisfied?
The European Ombudsman is an entity that looks into complaints about poor administration in the performance of European services, institutions and organisms.
Which is to say that the Ombudsman will only deal with complaints related to the administration of the European Union and not with issues related to national, regional and local administration, even if these do relate to European matters.
And in what way should a complaint be filed and how much time does one have to do it?
Complaints must be filed via email at www.ombudsman.europa.eu, or via a form to be sent by post to: 1 Avenue du Président Robert Schuman CS 30403, F-67001 Strasbourg Cedex. Complaints must be filled within two years counting from the date one became aware of the issue that the complaint is meant to deal with.
In this way, anyone who is a citizen or resides in the European Union, as well as any business, association or other EU-based organism may file a complaint with the European Ombudsman in the terms already mentioned.
Complaints may concern violations of the fundamental rights of the citizen, the disrespect of juridical norms or good management principles, namely in the cases of lack of a reply, refusal of information, abuse of power or discrimination.
The Ombudsman will first attempt to solve your problem and find an amicable solution. Should that prove impossible, it may emit recommendations to the institution at fault. If said recommendations are not accepted, the Ombudsman may elaborate

Sabia que se não estiver satisfeito pode apresentar uma queixa ao Provedor de Justiça Europeu?
OProvedor de Justiça Europeu é um organismo que investiga queixas sobre a má administração na atuação dos serviços, instituições e nos organismos da União Europeia.
O que significa que o Provedor tratará apenas de queixas relacionadas com a administração da União Europeia e não com as questões relacionadas com as administrações nacionais, regionais ou locais, mesmo que estas digam respeito a assuntos europeus.
E a queixa, deverá ser feita de que forma e em que prazo?
A queixa deve ser feita por correio eletrónico em www.ombudsman.europa.eu, ou por formulário a enviar por carta para: 1 Avenue du Président Robert Schuman CS 30403, F-67001 Strasbourg Cedex, devendo a mesma ser apresentada no prazo de dois anos a contar da data em que tomou conhecimento do problema.
Assim qualquer cidadão ou residente na União Europeia, ou qualquer empresa, associação ou outro organismo sediado na UE podem apresentar uma queixa ao Provedor de Justiça Europeu, nos termos que referimos.
As queixas podem incidir sobre violações de direitos fundamentais dos cidadãos, no desrespeito de normas jurídicas ou de princípios da boa administração, designadamente casos de falta de resposta, recusa de informação, abuso de poder ou discriminação.
O Provedor de Justiça tentará em primeiro lugar resolver o seu problema e encontrar uma solução amigável. Se tal não for possível, poderá emitir recomendações dirigidas à instituição em causa. Se esta não aceitar as suas recomendações, o Provedor de Justiça poderá elaborar um relatório especial dirigido ao Parlamento Europeu, para que este tome as medidas políticas necessárias.
