NEW GOLDEN VISA REGULATIONS BENEFIT MADEIRA
The Portuguese government is preparing a set of legislation changes that will help to boost the real estate market in regions like Madeira and Porto Santo. The object of the changes is the rules that govern the attribution of a Residence Permit for Investment Activity, commonly known as the Golden Visa.
This type of visa is conferred to investors from outside the European Union seeking to invest in Portugal through the creation of at least 10 work positions, a transfer of assets worth at least 1 million euros or the acquisition of real estate properties, be it in areas undergoing urban renovation or new enterprises.
Changes decided on by the Portuguese government stipulate that for the real estate sector Golden Visas are now limited to investments in municipalities of the inner mainland or the autonomous regions of the Azores and Madeira, thereby excluding the areas of Lisbon and Oporto which in recent years captured the attention of most investors.
These measures are intended as a way to reduce the pressure on big city real estate and to promote investment in other areas of the country. But the coming into effect of the legal changes was postponed due to the Covid-19 pandemic. The new rules should now come into effect in 2021.

Ogoverno português prepara para um conjunto de alterações legislativas que vão ajudar a dinamizar o mercado imobiliário em regiões como a Madeira e o Porto Santo. Em causa estão as regras para obter uma Autorização de Residência para Atividade de Investimento, conhecida por Vistos Gold.
Este tipo de vistos é atribuído a investidores de fora da União Europeia, que pretendam fazer investimento em Portugal, através da criação de pelo menos 10 postos de trabalho, pela transferência de capitais no montante igual ou superior a 1 milhão de euros, ou pela aquisição de bens imóveis, seja em áreas de reabilitação urbana, seja novos empreendimentos.
As alterações decididas pelo governo português definem que no caso do setor imobiliário, os Vistos Gold passam a estar limitados aos investimentos em municípios do interior ou das regiões autónomas dos Açores e da Madeira, deixando de fora as áreas de Lisboa e Porto, que atraíram, nos últimos anos, a atenção da maior parte dos investidores.
Estas medidas pretendem ser um contributo para reduzir a pressão imobiliária nas grandes cidades e promover o investimento noutras zonas do país. Mas a entrada em vigor destas alterações legais foi adiada devido à pandemia da Covid-19. As novas regras devem entrar em vigor em 2021.
De qualquer forma,na Madeira e no Porto Santo, vai continuar a ser possível obter um Visto Gold a partir de um investimento igual ou superior a 500 mil euros, ou no valor de 350 mil euros caso sejam imóveis construídos há mais de 30 anos, ou localizados em áreas de reabilitação urbana.

Since their creation, these residence permits have allowed Portuguese real estate to receive investments totalling more than 4.5 million euros, which corresponds to around 90 per cent of all investment. Over 7,800 Golden Visas have been given to citizens from outside the European Union.
The purpose of the new rules is to give an opportunity to Madeira, where the real estate market features very many offers in the premium segment, including villas and traditional Madeiran quinta estates, consisting of manor houses enclosed by garden areas, many of which were built in the 19th century and the first half of the 20th century.
Furthermore, with the United Kingdom exiting the European Union, these changes can be a way for British nationals to continue to look to Madeira as an interesting place wherein to buy a second house.

As for investment, Funchal is one of the municipalities in which the average value of a bank's housing evaluation is above the national average, according to data from July revealed by the National Statistics Institute. A square metre in this town sells for €1,258 while the national average is of €1,127 per square metre.
In the other areas of Madeira, values are lower. The average value for a bank's housing evaluation in the whole region is €1,110 per square metre. For apartments, this price rises to €1,125 per square metre. For houses, the value sits at €1,105 per square metre.
Other than through the real estate sector, Golden Visas can continue to be obtained through investment in scientific research, support to the arts or for the renovation of cultural heritage, the transfer of assets to investment funds, or through the establishment of commercial companies that manage at least 5 work placements.
Desde que foram criadas, estas autorizações de residência permitiram o investimento imobiliário em Portugal no valor de mais de 4,5 mil milhões de euros, o que corresponde a cerca de 90 por cento do investimento total. No conjunto foram atribuídos mais de 7.800 Vistos Gold, a cidadãos de fora da União Europeia.
As novas regras podem representar uma oportunidade para a Madeira, onde o mercado imobiliário dispõe de várias ofertas no segmento premium, incluindo villas e antigas quintas madeirenses, que são casas apalaçadas rodeadas de jardins, muitas delas construídas no século XIX e primeira metade do século XX.
Além disso, com a saída do Reino Unido da União Europeia, esta pode ser uma forma de os cidadãos britânicos continuarem a olhar para a Madeira como um local interessante para a compra de uma segunda habitação.
Além disso o clima,a segurança,a proximidade, e boas ligações aéreas, podem muito bem ser as palavras que fazem a chave das vantagens que a Madeira oferece quando se trata de fazer investimento imobiliário. No Funchal, por exemplo, 4 por cento dos cerca de 104 mil habitantes são estrangeiros e este número não contempla os residentes temporários, que passam apenas parte do ano na ilha.
Quanto ao investimento o Funchal é um dos municípios em que o valor mediano da avaliação bancária de habitação está acima da média de Portugal, segundo dados de julho, revelados pelo Instituto Nacional de Estatística. Um metro quadrado nesta cidade custa 1.258 euros, enquanto a média nacional é de 1.127 euros por metro quadrado.
Nas restantes zonas da Madeira os valores são mais baixos. O valor mediano de avaliação bancária de habitação no conjunto da Região é de 1.110 euros por metro quadrado. No caso dos apartamentos esse valor sobre para 1.125 euros por metro quadrado. Quanto às moradias este indicador situa-se nos 1.105 euros por metro quadrado.
Além do setor imobiliário os Vistos Gold podem continuar a ser obtidos através de investimento em investigação científica, apoio à produção artística ou à recuperação do património cultural, transferência de capitais para fundos de investimento, ou através da constituição de sociedades comerciais que gerem pelo menos 5 postos de trabalho. www.sef.pt
