New rules for Golden Visas
On January 1, 2022, new rules come into force for foreigners who want to invest in Portugal and require a Gold Visa A 1 de janeiro de 2022 entram em vigor novas regras para os estrangeiros que queiram investir em Portugal e requer um visto Gold
The Residence Permit for Investment Activity (ARI) programme has changed. As of 2022, the purchase of real estate in the Autonomous Regions of Madeira and the Azores, or in the inland territories of mainland Portugal, continues to give access to Gold Visas, unlike other areas of Portugal like Lisbon and Oporto.
With the new rules, if you invest at least €500,000 in real estate in these regions, or acquire and carry out urban renovation works for housing for a minimum of €350,000, you are entitled to benefit from the regime and apply for a visa.
To apply for a visa, you must pre-register online on the ARI Portal at https://ari.sef.pt
The ARI programme allows citizens who are nationals of Third States to obtain a temporary residence permit for investment activity, with the exemption of a residence visa to enter national territory. The beneficiary has several advantages: entering Portugal with a residence visa waiver; living and working in Portugal; circulating in the Schengen area without the need for a visa; benefiting from family reunification; requesting a Permanent Residence Permit for foreign citizens; and the possibility of applying for Portuguese nationality.
The visa can also be obtained from investments, the amounts of which will also change as of next year. The limit for capital transfers has increased from €1 million to €1.5 million. The limits for capital transfers for research activities, the acquisition of units of investment funds or venture capital funds, and the constitution or capitalization of companies that lead to the creation or maintenance of jobs increased from €350,000 to €500,000.
Oprograma de Autorização de Residência para Atividade de Investimento (ARI) sofreu alterações. A partir de 2022, a compra de imóveis nas Regiões Autónomas da Madeira e dos Açores, ou nos territórios do interior de Portugal Continental, continua a dar acesso aos vistos Gold.
Com as novas regras, se adquirir um imóvel, de valor igual ou superior a 500 mil euros, ou adquirir e realizar obras de reabilitação urbana, no valor igual ou superior a 350 mil euros, para habitação, tem direito a beneficiar desse regime e a requerer o visto.

O ARI permite que cidadãos nacionais de Estados Terceiros possam obter uma autorização de residência temporária para atividade de investimento com a dispensa de visto de residência para entrar em Portugal.O beneficiário tem vários benefícios: entrar em Portugal com dispensa de visto de residência; residir e trabalhar em Portugal; circular pelo espaço Schengen, sem necessidade de visto; beneficiar de reagrupamento familiar; solicitar a concessão de Autorização de Residência Permanente; possibilidade de solicitar a nacionalidade portuguesa.
O visto também pode ser obtido a partir de investimentos,que passaram a ter novos montantes. O limite para as transferências de capital aumentou de 1 para 1,5 milhões de euros. Os limites para as transferências de capital para actividades de investigação, aquisição de unidades de participação em fundos de investimento e de capital de risco e constituição ou capitalização de sociedades que origine a criação ou manutenção de postos de trabalho aumentou de 350 mil para 500 mil euros..
