The Man Behind Senior Golf

António Rebelo

He is the strong man of the National Senior Association, which he has presided over for eight years. A golfer for more than 55 years, António Rebelo has managed to boost senior golf all over the country, making it a European reference today.

How did you start playing golf, when and with whom?

My life in golf started more than 55 years ago, beginning as a caddy for my father-in-law, at the Estoril golf course (my first club). My hands on involvement came later, when I started playing weekends at club tournaments and during the week, often at dawn, with my friends, before going to work. During my career, I was forced to take three long absences, first to perform military service (four years) and twice for surgical intervention on herniated discs.

Your wife also plays golf. She recently made five birdies in a tournament in Capuchos. Did you congratulate her?

At the time I was in Luxembourg at an ESGA board meeting and I received the news by phone. My congratulations were automatic. We rarely play together, we find it more enjoyable to play with friends.

How did the National Senior Golf Association come to be?

Records show that in 1981 an “Association of the Senior Golf Players of Portugal” was constituted, being the majority of the Associates came from the golf clubs of Estoril, Lisbon Sports Club and Oporto Golf Club. In 1984, the Association joined the European Association of Senior Golf Associations (ESGA), having participated for the first time in the 3rd European Championship of Senior Associations in Luxembourg. In 1990 it was proposed that the name be changed to “Portuguese Association of Senior Golfers,” in 1992, the North Delegation apeared. Como começou a jogar golfe, quando e com quem?

A minha vida de golfista iniciou-se há mais de 55 anos, começando por acompanhar o meu sogro, como caddy, no campo de golfe do Estoril (que foi o meu primeiro clube). A prática efetiva veio depois, quando comecei a jogar aos fins-de-semana nos torneios do clube e durante a semana, muitas vezes ao nascer do dia e antes de ir trabalhar, com os meus amigos. Durante este tempo, fui obrigado a três períodos de longa ausência, primeiro para prestar serviço militar (quatro anos) e duas vezes por intervenção cirúrgica a hérnias discais.

A sua esposa também joga golfe. Há pouco tempo fez cinco birdies num torneio nos Capuchos Deu-lhe os parabéns? Desafiam-se mutuamente para jogar para um almoço?

Na altura estava no Luxemburgo, numa reunião do “board” do ESGA e recebi a notícia por telefone. As minhas felicitações foram automáticas. Raramente joga-mos juntos, o convívio do golfe é mais feito com os amigos.

Como surge a Associação Nacional de Seniores de Golfe?

Existem registos que em 1981 foi constituída uma “Associação dos Jogadores de Golfe Seniores de Portugal”, sendo a maioria dos Associados oriundos dos Clubes de Golfe do Estoril, Lisbon Sports Club e Oporto Golf Club. Em 1984, a Associação aderiu à União das Associações Europeias de Seniores de Golfe (ESGA), tendo participado, pela primeira vez, no 3º Campeonato da Europa das Associações de Seniores, no Luxemburgo. was elected President of the Association, which he chaired until 2010, the year in which I assumed the Presidency. In 2013 a new Directorate was elected under the continuation of my leadership, with the Association having a national scope with the consolidation of the North Delegation and the constitution and implementation of the Central and South Delegations. In 2015, the Association changed its name to “National Association of Senior Golfers,” due to the number of Associates it reached and to the national dimension that it obtained, with the implementation of the Delegations that cover the whole Country, (North, Center and Islands, and South, as well as a Delegation of Ladies ), having registered more than 6,000 rounds in almost 100 tournaments in 2017.

What are the immediate projects for the Association?

Unite the senior golfers in Portugal and give them their due value and attention, which I think has been neglected by those who should do it. On the golf courses we intend to further honor our EuroBic National Order of Merit, since it is the largest amateur national circuit, involving around 1600 roundss, on several golf courses from North to South of the Country, where more than 40 players with single digit Hcp vie for first place. Em 2013 é eleita uma nova Direção sob a continuação da minha liderança, passando a Associação a ter um âmbito nacional com a consolidação da Delegação Norte e a constituição e implementação das Delegações Centro e Sul. Em 2015, a Associação altera a sua denominação social para “Associação Nacional de Seniores de Golfe”, devido ao número de Associados que atingiu e à dimensão nacional que obteve, com a implementação das Delegações que abrangem todo o País, (Norte, Centro e Ilhas, e Sul, bem como uma Delegação de Senhoras), tendo realizado em 2017 mais de 6.000 voltas em quase 100 torneios.

Quais são os projetos imediatos para a Associação?

Unir o escalão sénior de golfe em Portugal e dar-lhe o devido valor e atenção, que penso que tem sido descurado por quem deveria fazê-lo. No campo desportivo pretendese prestigiar ainda mais a nossa Ordem de Mérito Nacional EuroBic, pois trata-se do maior circuito amador sénior nacional, envolvendo cerca de 1600 voltas, em diversos campos de Norte a Sul do País, em que mais de 40 jogadores de um dígito de Hcp disputam os primeiros lugares. Estamos a ponderar a organização de um Campeonato Nacional de 9 Buracos, com o nosso parceiro Fundação Inatel e a consolidação da prática do Pitch & Putt, a nível nacional.

How has the Association been implemented at the national level? What regions of the country do they cover?

The Association, which has been around for 50 years, started with a small number of members and throughout its history has been growing. We are currently reaching 700 associates. Beginning with a club charter at the Estoril Golf Club, a comprehensive plan was developed that covered the entire national territory and today we can say that we are a true National Association, with North, Central and South Delegations and projects for the opening of the delegations in the our autonomous regions (Madeira and the Azores), although we already have members from the last Autonomous Region. For this reason it is recognized at the European level as an effective member of the European Senior Golf Associations (ESGA). It should be noted that, according to PGF data, 70% of federation golfers are seniors.

How do you view the development of golf in Portugal?

Golf in Portugal suffers from the same problems as European and world golf. The figures depict a decrease in players for various reasons, such as too much tournament time, excessive costs, etc. At the age bracket, there is some concern that the senior staff is increasingly prevalent, to the detriment of younger people. As a measure, I think our Federation should focus its attention on the young, but never neglect the seniors, supporting them and for this can count on the action that has been developed by our National Association.

Como tem sido a implementação da Associação a nível nacional? Que regiões do país abrangem?

A Associação, com cerca de 50 anos de existência, começou com um número reduzido de associados e ao longo da sua história tem vindo a crescer. Estamos hoje a atingir um número de 700 associados. Começando com um caracter clubista, no Clube de Golfe do Estoril, foi desenvolvido um plano abrangente que cobrisse todo o território nacional e hoje podemos afirmar que somos uma verdadeira Associação Nacional, com Delegação Norte, Centro e Sul e projectos para a abertura das delegações nas nossas regiões autónomas (Madeira e Açores), apesar de já contarmos com associados desta última Região Autónoma. Por tal motivo é reconhecida a nivel europeu como membro efectivo do European Senior Golf Associations (ESGA). Convém referir que, segundo dados da FPG, 70% dos jogadores federados são seniores.

Como encara o desenvolvimento do golfe em Portugal?

O golfe em Portugal sofre dos mesmos problemas que o golfe europeu e mundial. Os números retratam um decréscimo de praticantes por motivos vários, como demasiado tempo dos torneios, custos excessivos, etc. No nível de faixa etária, verifica-se com alguma preocupação, que o escalão sénior cada vez mais prevalece, em detrimento dos mais jovens. Como medidas, penso que a nossa Federação deve focar as suas atenções nas camadas jovens, mas sem nunca descurar os seniores, apoiando-os e para isso pode contar com a acção que tem vindo a ser desenvolvida pela nossa Associação Nacional.

At a time when there is talk of a drop in the number of golfers in the country, the National Association of Seniors has managed to counteract these numbers. What is the secret?

Amateur Senior golf in Portugal, through our Association, passed to levels of rigor, quality and competitiveness that was not usual. We offer to our Associates competitions with playful and other exclusively competitive characteristics, and these have been the most sought after. Capacities are measured at national level and not in “quintinhas” where some players usually play. When one-digit hcp players enter the Association, or adhere to this competitive spirit and comply with established norms, or face some frustration with their game. Competitiveness at national level has been recognized by all the senior players, which leads them to look for more and more from the Association, which today has more than fifty players with a single digit handicap. All this is possible only with a back up of personal and material support. The support of our privileged Sponsor (EuroBic) has been fundamental, through its Administration and the Marketing Direction. We are on the way to achieve in Portugal, that Senior Golf is a modality seen by all as an important National Sport.

What do you think about the number of golfers in Portugal?

I find it very scarce compared to other European countries, in a country that has proudly launched the program “Playing golf 365 days a year.” Analyzing statistical data provided by the ACD and referring to 2015, we find that countries smaller in size than Portugal and without the climatic advantage to practice the modality, have a greater expression in the activity, which is a reason

Como atrás referiu, numa altura em que se fala de uma quebra no número de golfistas no País, a Associação Nacional de Seniores tem conseguido contrariar esses números. Qual é o segredo?

O golfe amador Sénior em Portugal, através da nossa Associação, passou para patamares de rigor, qualidade e competitividade que não era usual. Oferecemos aos nossos Associados competições com características lúdicas e outras exclusivamente competitivas. E estas últimas têm sido as mais procuradas. As capacidades medem-se a nível nacional e não nas “quintinhas” onde alguns jogadores habitualmente jogam. Quando jogadores de hcp de um dígito entram para a Associação, ou aderem a este espírito competitivo e ao cumprimento das normas estabelecidas, ou enfrentam alguma frustração com o seu jogo. A competitividade a nível nacional tem sido reconhecida por todos os jogadores seniores, o que os leva a procurarem cada vez mais a Associação, que conta hoje com mais de meia centena de jogadores com um dígito de handicap. Tudo isto só é possível com uma retaguarda de apoio pessoal e material. Tem sido fundamental o apoio do nosso Patrocinador privilegiado (EuroBic), através da sua Administração e da Direção de Marketing. Estamos no caminho de conseguir em Portugal, que o Golfe Sénior seja uma modalidade vista por todos como importante para o Desporto Nacional.

O que pensa do número de praticantes em Portugal?

Acho muito escasso comparativamente a outros países europeus, num país que, com orgulho, se lançou o programa “Jogar golfe nos 365 dias do ano”. Analisando dados estatísticos fornecidos pelo EGA e referidos a 2015, verificamos que países com menor dimensão que Portugal e sem a vantagem climatérica para a prática da modalidade, têm

Something is wrong with our golf development policy. The current direction of the Portuguese Golf Federation has launched a program to reach the 50,000 federated players. We look forward to their success.

How do you think the decrease in the number of golfers should be combated?

For the aforementioned, it is an action that has to be developed by the organization institutionally responsible for the activity, the Portuguese Golf Federation, with the support of the IPDJ and at the top, the Portuguese government. Staying young is essential, school and financial incentives are essential. We need to have Portuguese players in the european/world ranking, that would serve as “hare” for the youngsters. Take, for example, other modalities such as athletics, cycling, etc. Another “dogma” that has to be countered is to get the message out that golf is not an elitist sport.

What are the international projects of the Association?

At the international level our projects are the maintenance of the current good relationship with our 23 European Associations, as well as outside Europe. In fact, and as it was made public, that we have just signed a protocol of cooperation with the National Association of Seniors of Brazil. In addition to the three European Championships in which we participate every year with 28 players, we hold bi-national gatherings. As it has been a practice in recent years, the Association has made rigorous qualifying events for the ESGA European Championships. There was a time when friends were invited to represent Portugal at the European Championships of Seniors and Senior Masters, or they were chosen because they played well at their home clubs. Today, with the exception of the two wild cards awarded by the board, only those who prove to be the most capable in the courses from the north to the south of the country, where specific tests are carried out for the purpose, in a first phase, and a later clearance, in a second phase, among those who can achieve it, all with rigor and under strong observation in compliance with the rules.

What is your role in the ESGA Vice Presidency?

I am at the end of my second term on the ESGA board, which will end in 2019. In my five years as Vice-President, I have contributed to the recognition of senior golf at the European level with the most actions. If I ask myself if I am fulfilled, I answer that yes, since regardless of being President of our National Association, my contribution has also raised Portugal, in the Senior European golf echelon.

I believe the ESGA European Championship of Master Seniors will take place in Portugal next June?

It was with great pride that we received communication from His Excellency the President of the Republic, granting us His High Sponsorship, in organizing and holding the European Championship of Senior Masters, next June. This fact, I understand is not only as support for the event, but also as recognition of the work of my team, during the time we have been heading up the National Association of Seniors. Preparation for the championship begun more than three years ago, when uma maior expressão na atividade, o que é motivo de interrogação. Como acha que deve ser combatido o decréscimo do número de golfistas?

Pelo atrás referido, é uma ação que tem que ser desenvolvida pelo organismo institucionalmente responsável pela atividade, a Federação Portuguesa de Golfe, com o apoio do IPDJ e no topo, o governo português. Apostar nas camadas jovens é fundamental, incentivos escolares e financeiros são essenciais. Precisamos de ter no “ranking” europeu/mundial, jogadores portugueses que sirvam de “lebre” para os mais jovens. Tomemos como exemplo, outras modalidades como o atletismo, ciclismo, etc. Outro “dogma” que tem que ser combatido, é passar a mensagem que o golfe não é um desporto elitista.

Quais os projetos internacionais da Associação?

A nível internacional os nossos projetos são a manutenção do atual bom relacionamento com as nossas 23 Associações congéneres europeias, assim como fora da Europa. Aliás, e como foi público, acabámos de assinar um protocolo de cooperação com a Associação Nacional de Seniores do Brasil. Além dos três campeonatos da Europa em que participamos todos os anos com 28 jogadores, realizamos encontros binacionais de confraternização. Como tem sido prática nestes últimos anos, a Associação faz rigorosas provas de apuramento para os Campeonatos da Europa da ESGA. Já lá vai o tempo em que os amigos eram convidados a representar Portugal nos Campeonatos da Europa de Seniores e Masters Seniores, ou eram escolhidos porque jogavam bem nos seus campos. Hoje, excecionando os dois wild cards atribuídos pela direção, só fazem parte das seleções aqueles que demonstrarem ser os mais capazes, nos campos de norte a sul do país, onde são efetuadas provas específicas para o efeito, numa primeira fase, e um posterior apuramento, numa segunda fase, entre aqueles que a conseguem atingir, tudo com rigor e sob forte observação no cumprimento das regras.

Qual o seu papel na Vice-Presidência na ESGA?

Estou no fim do meu segundo mandato do “board” do ESGA, que terminará em 2019. Nos cinco anos de exercício, na minha função de vice-presidente, tenho contribuído para o “reconhecimento” do golfe sénior a nível europeu, com as mais diversas ações. Se me perguntar se estou realizado, respondo que sim, já que independentemente de ser Presidente da nossa Associação Nacional, a minha contribuição enaltece igualmente Portugal, no escalão sénior do golfe europeu.

Vai ocorrer em Portugal, no próximo mês de Junho, O Campeonato da Europa ESGA de Master Seniores.

Foi com grande orgulho que recebemos a comunicação de Sua Excelência o Senhor Presidente da República, ao conceder-nos o Seu Alto Patrocínio, na organização e realização do Campeonato da Europa de Masters Seniores, no próximo mês de Junho. we had the “honor” to be chosen among several candidates to organize this important event, which will bring to Portugal about 300 golfers from 23 European countries. The preparations are taking place on schedule and I think that as an example of 2014, we will send a “message” to Senior European golf and aid the Portuguese economy, with the excellent quality of reception and to the organization that we are capable of. We count on the high support already given by His Excellency the President of the Portuguese Republic, also with the support of the Portuguese Golf Federation, the Portuguese Tourism Institute, Câmara de Almada, and our privileged partner Banco EuroBic, as well as other diverse entities. During the week in which the Championship takes place, we will also be hosting the important ESGA - Captains Meeting 2018, a conference that will take place at the Hotel dos Capuchos, of great relevance to the three hundred golfers who will visit us, making a major contribution not only to senior golf development, but also with an impact on the regional and national economy.

Finally, what is the Association’s relationship with PGF?

The relationship with the current PGF leadership has been frank and open. O relacionamento com a atual direção da FPG tem sido franco e aberto. A direção da FPG tem reconhecido o nosso trabalho na área do golfe sénior em Portugal e na continuidade do seu programa eleitoral, prepara-se para efetivar com a nossa Associação a assinatura de um protocolo de cooperação.
