Golf in Portugal
It is the most in-depth macroeconomic document on golf in Portugal. Commissioned by the Portuguese Golf Federation (PGF) with Deloitte in 2017, the study was presented this year, making a portrait of the year 2018.
It is a study, underlined the President of the PGF, Miguel Franco de Sousa, which will allow to sustain decision making. “We, without data, are more of an opinionated person, so we needed to have more concrete data.”
In economic terms, the study confirms the importance of golf in Portugal, with the direct and indirect impacts of the sport in generating wealth in the national economy in 2018. The figures are impressive: they exceed 1.9 billion euros (1,025 euros million euros of direct revenue) and correspond to indirect tax revenue of around 141 million euros, as well as the creation / maintenance of approximately 16,600 jobs.
The presentation was given by Pedro Santos Rosa, from Deloitte, who said: “In addition to the impact on the economy, golf represents qualitative benefits, in terms of Portugal’s international notoriety, socio-cultural enrichment, infrastructure development and sustainability solutions among others.” É o mais aprofundado documento macroeconómico sobre o golfe em Portugal. Encomendado pela Federação Portuguesa de Golfe (FPG) à Deloitte, em 2017, o estudo foi apresentado este ano, fazendo um retrato do ano 2018.
É um estudo, sublinhou o presidente da FPG, Miguel Franco de Sousa, que vai permitir sustentar tomadas de decisão. “Nós, sem dados, somos mais uma pessoa com opinião, e por isso precisávamos de ter dados mais concretos.” Em termos económicos, o estudo confirma a importância do golfe em Portugal, com um impacto direto e indireto da prática da modalidade na geração de riqueza na economia nacional, em 2018. Os números impressionam: ultrapassam os 1,9 mil milhões de euros (1.025 milhões de euros direto) e correspondem a uma receita fiscal indireta de cerca de 141 milhões de euros, bem como na criação/manutenção de aproximadamente 16.600 postos de trabalho. A apresentação esteve a cargo de Pedro Santos Rosa, da Deloitte, que referiu: “Para além do impacto na economia, o golfe representa benefícios qualitativos, ao nível da notoriedade de Portugal a nível internacional, enriquecimento sociocultural, desenvolvimento de infraestruturas e soluções de sustentabilidade ambiental, entre outras.”
In sporting terms, Miguel Franco de Sousa drew attention to the 23% VAT that is charged, not only in golf tourism, but also to national practitioners. “It is highly penalizing for practitioners, who could pay 17 percentage points less in the services they purchase to exercise physical or sports activities,” he said.
“It is important that government officials look at what measures, from the point of view of fiscal support, can be developed, in the sense of the survival of companies in this very difficult time. There are several studies that prove the benefits of sport and the impact it has on reducing public health costs,” he added.
In view of the closure, between March and May, of the 83 existing golf courses in Portugal, and the average revenue per golf course is 1.8 million euros, and due to the interruption of the sport due to the Covid-19 pandemic, the numbers now presented will not have the same effect on the economy this year.
Alexandre Barroso, President of the Association of Golf Managers of Portugal, estimates a drop in golf course revenue of around 65%. “In March there was already less than 50% of what would be the usual business and in April and May there was no revenue at all, but these three months
Em termos desportivos, Miguel Franco de Sousa chamou a atenção para o IVA de 23% que é cobrado, não só no turismo de golfe, como aos praticantes nacionais. “É altamente penalizador para os praticantes, que podiam pagar menos 17 pontos percentuais nos serviços que adquirem para exercerem actividade física ou desportiva”, afirmou. “É importante que os governantes olhem para que medidas, do ponto de vista do apoio fiscal, possam ser desenvolvidas, no sentido da sobrevivência das empresas nesta altura tão difícil. Existem vários estudos que comprovam os benefícios do desporto e do impacto que tem na redução dos custos com a saúde pública”, adiantou. Atendendo ao encerramento, entre Março e Maio, das 83 infraestruturas existentes em Portugal, e sendo que a receita média por campo de golfe é de 1,8 milhões de euros, e à paragem da modalidade devido à pandemia da covid-19, os números agora apresentados não terão o mesmo reflexo na economia este ano.
Alexandre Barroso, presidente da Associação de Gestores de Golfe de Portugal, estima uma quebra de receita dos campos de golfe na ordem dos 65%. “Em março houve já menos de 50% daquele que seria o negócio habitual e em abril e maio não houve receita nenhuma, mas estes três

Miguel Franco de Sousa says he expects this document to be “useful for everyone, that it is used and that it is shared,” stresses the importance of knowing how to communicate and guarantees that the study is to maintain: “We will continue this work, to make a further report on the 2020 data. It will be important to understand what the impact of this pandemic was.”
“Nos campos de golfe”, continua, “estimo que podemos ter uma referência de perda na ordem dos 90 milhões de euros, mas obviamente que, contando com todos os sectores, vai ser muitíssimo mais, se somarmos todas as outras indústrias desde o alojamento aos transportes, passando pela restauração, shopping, manutenção dos campos de golfe”.
Miguel Franco de Sousa diz esperar que este seja um documento “útil para toda a gente, que seja utilizado e que seja partilhado”, salienta a importância de saber comunicar e garante que o estudo é para manter: “Vamos dar continuidade a este trabalho, para fazer um posterior relatório dos dados de 2020. Vai ser importante perceber qual foi o impacto desta pandemia.”.
