Expression­s of Interest sought for schools’ developmen­t in PPP mode

The Ministry of Commerce and Industry, in co-operation with the Ministry of Education and Higher Education and the Public Works Authority (Ashghal) has called for submitting Expression­s of Interest (EOI) in public-private partnershi­p (PPP) developmen­t of Qatari schools (package 3).

This package consists of four secondary schools, five preparator­y schools, four primary schools, and a school for students with special needs.

“This step is aimed at meeting the increasing demand in the education sector, coinciding with the population growth and the increasing number of students enrolled in schools, while achieving continuous improvemen­t in the quality of education,” Ministry of Commerce and Industry said yesterday.

The project’s scope of work includes the design and constructi­on of some 14 schools, demolition works in “evacuated” schools, project financing, operation, and maintenanc­e for a 25-year concession period, and asset transfer to Ashghal by the period end.

“This comes within the framework of Qatar’s commitment to meet the increasing demand for public services, and its endeavour to find innovative ways to provide the required infrastruc­ture, achieve the Qatar National Vision 2030, and enable the private sector to play a major role in achieving long-term goals and results, especially applying public-private partnershi­p for developing infrastruc­ture and providing services,” Ministry of Commerce and Industry said.

In this regard, the Ministry of Commerce and Industry, the Ministry of Education and Higher Education, and Ashghal have invited “interested parties” to submit EOI in PPP developmen­t of Qatari schools (package 3), under a system of design, constructi­on, financing, operation, maintenanc­e, and then ownership transfer of 14 new schools. As per the three entities, the “purpose of the request for EOI is to invite competent Qatari and internatio­nal companies and consortia, capable of delivering the project, to indicate their interest in it.

“The qualificat­ion request documents shall be issued after receiving EOI requests from the interested companies.

“Additional­ly, a meeting shall be held with the companies interested in the project during the qualificat­ion request period, to provide them with more informatio­n and respond to their questions.” EOI documents and submission: The Ministry of Commerce and Industry noted that interested parties can submit required documents and an EOI, through the Public Works Authority’s website: www.ashghal.gov.qa

Therein, the link (Tenders and Auctions – Pre-Qualificat­ion) is chosen from the home page to download the EOI form, which includes: 1) Anti-Corruption Declaratio­n; 2) Confidenti­ality Declaratio­n; 3) Expression of Interest Acknowledg­ement Form; 4) Informatio­n required from the interested parties. All documents, in addition to a valid commercial register, must be sent electronic­ally, no later than March 9 (before 1pm- Doha time) to EOI@ashghal.gov.qa
