Cabi­net nod for MoI draft on trailer park­ing spots

THE weekly Cabi­net ses­sion on Wed­nes­day ap­proved a draft de­ci­sion of the Min­istry of In­te­rior to de­ter­mine des­ig­nated park­ing places for trucks, trail­ers and other such ve­hi­cles.

The de­ci­sion was made to pave the way for pro­hibit­ing the park­ing of big ve­hi­cles on non-des­ig­nated road sides or empty ar­eas as spelled out by Ar­ti­cle 78 of the Law No 19 of 2007.

Chaired by Prime Min­is­ter and Min­is­ter of In­te­rior HE Sheikh Ab­dul­lah bin Nasser bin Khal­ifa al Thani, the Cabi­net also ap­proved a draft law amend­ing some pro­vi­sions of Law No. 2 of 2011 on of­fi­cial statis­tics.

The draft law in­cludes the amend­ment of some of the pro­vi­sions of the re­ferred law to com­ply with the pro­vi­sions of the Amiri De­ci­sion No. 70 of 2018 on the es­tab­lish­ment of the Plan­ning and Statis­tics Author­ity and to pro­vide the nec­es­sary re­quire­ments for the suc­cess of sta­tis­ti­cal op­er­a­tions.

Wed­nes­day’s ses­sion also en­dorsed a draft de­ci­sion by the Min­is­ter of In­te­rior to amend some pro­vi­sions of De­ci­sion No. 7 of 2012 on de­ter­min­ing pri­vate se­cu­rity ser­vices and li­cens­ing con­trols for pri­vate se­cu­rity ser­vices com­pa­nies and on reg­u­lat­ing their work.

The amend­ment aims to cod­ify the ser­vices pro­vided by pri­vate se­cu­rity ser­vices com­pa­nies in guard­ing and pro­tec­tion of ships, a state­ment from Min­is­ter of Jus­tice and Act­ing Min­is­ter of State for Cabi­net Af­fairs HE Dr Issa bin Saad al Jafali al Nuaimi said.

A draft de­ci­sion by the Min­is­ter of Com­merce and In­dus­try to amend some pro­vi­sions of the de­ci­sion of the Min­is­ter of Econ­omy and Trade No 161 of 2017 on the gen­eral and spe­cial re­quire­ments to be met in com­mer­cial, in­dus­trial and sim­i­lar pub­lic shops, was also ap­proved by the Cabi­net.

The draft de­ci­sion in­cludes the ad­di­tion of some re­quire­ments that car wash shops in pub­lic and pri­vate park­ings must fol­low.

The Cabi­net also ap­proved the en­try into force of the pro­vi­sions of Law No 24 of 2002 on Re­tire­ment and Pen­sions for Qatari Em­ploy­ees at Rhein­metall Barzan for Ad­vanced Tech­nolo­gies.

The Cabi­net also took the nec­es­sary mea­sures for the rat­i­fi­ca­tion of the Arab Con­ven­tion on Reg­u­lat­ing the Trans­plan­ta­tion of Hu­man Or­gans and Tis­sue and Pre­vent­ing and Com­bat­ing their Traf­fick­ing, the Arab Con­ven­tion for the Preven­tion and Com­bat­ing of Hu­man Cloning, the Arab Pro­to­col to Pre­vent, Sup­press and Pun­ish Traf­fick­ing in Per­sons, es­pe­cially Women and Chil­dren (sup­ple­ment­ing the Arab Con­ven­tion against Transna­tional Or­ga­nized Crime), and the Arab Pro­to­col for the Preven­tion and Control of Mar­itime Piracy and Armed Rob­bery (sup­ple­ment­ing the Arab Con­ven­tion Against Transna­tional Or­gan­ised Crime).

The Cabi­net also ap­proved a Draft Agree­ment on Ex­emp­tion of Visa Re­quire­ments for Diplo­matic, Spe­cial and Of­fi­cial Pass­port Hold­ers be­tween the Govern­ment of the State of Qatar and the Govern­ment of the Do­mini­can Re­pub­lic, a draft Mem­o­ran­dum of Understand­ing for Co­op­er­a­tion in the field of cul­ture be­tween the Govern­ment of the State of Qatar and the Govern­ment of the Re­pub­lic of Mali, a draft Work­ing Agree­ment be­tween the Gen­eral Author­ity for Civil Avi­a­tion of Qatar and the Euro­pean Avi­a­tion Safety Agency on the col­lec­tion and ex­change of in­for­ma­tion on air­craft safety in ac­cor­dance with the Euro­pean Union Ramp In­spec­tion Pro­gramme, and a draft Mem­o­ran­dum of Understand­ing for Co­op­er­a­tion in the ex­change of fi­nan­cial in­tel­li­gence ex­change con­cern­ing trans­ac­tions sus­pected of be­ing linked to money laun­der­ing, ter­ror­ist fi­nanc­ing and re­lated crim­i­nal ac­tiv­i­ties be­tween the Fi­nan­cial In­for­ma­tion Unit of the State of Qatar and the Fi­nan­cial Mon­i­tor­ing Depart­ment of the Na­tional Bank of Tajik­istan.

The Cabi­net re­viewed the re­sults of the meet­ings of the Com­mit­tee of Min­is­ters of Labour of the Gulf Co­op­er­a­tion Coun­cil States, the Com­mit­tee of Min­is­ters of So­cial Af­fairs, and the joint meet­ing be­tween the two Com­mit­tees, held in Muscat in Septem­ber 2019, and took the ap­pro­pri­ate de­ci­sion.
