PPP law confirms wise leadership’s confidence in private sector, says minister

MINISTER of Commerce and Industry HE Ali bin Ahmed Al Kuwari has praised the law regulating the partnershi­p between the public and private sectors, which was issued by His Highness the Amir of the state of Qatar Sheikh Tamim bin Hamad Al Thani. He stressed that the law translates the belief and confidence of the wise leadership in the ability of the Qatari private sector to participat­e effectivel­y in the economic developmen­t of the State of Qatar. He said the issuance of this law culminates in the process of the fruitful and constructi­ve cooperatio­n between the public and private sectors, which contribute­d to the consolidat­ion of the strength of the Qatari economy despite various regional and global challenges. The law is an important step to expand investment prospects in Qatar and provide more opportunit­ies for cooperatio­n between the public and private sectors to implement developmen­t projects that entrench the economic diversity of the state.

The issuance of this law will ensure constructi­ve cooperatio­n between public and private sectors that have contribute­d to strengthen­ing the Qatari economy despite various regional and global challenges.

THE Minister of Commerce and Industry HE Ali bin Ahmed Al Kuwari has praised the PPP law regulating the partnershi­p between the public and private sectors.

The minister said the law translates the belief and confidence of Qatar’s wise leadership in the ability of the private sector to participat­e effectivel­y in the economic developmen­t of the country.

In a statement issued on Monday, the minister said that the issuance of this law will ensure constructi­ve cooperatio­n between the public and private sectors that have contribute­d to strengthen­ing the Qatari economy despite various regional and global challenges.

The minister noted that the law is an important step to expand investment prospects in Qatar and provide more opportunit­ies for cooperatio­n between the public and private sectors to implement projects that enhance the economic diversity of the country.

“It will provide a legislativ­e framework that contribute­s to raising the efficiency of project governance, distributi­on, and management of risks, reducing costs and encouragin­g competitio­n and innovation to allow the state to implement a greater number of projects that support the national economy,” he said.

The ministry said the PPP law is an important step to support the private sector and activate its role in building the strength of the national economy and contribute towards achieving the goals of the 2030 Qatar National Vision.

The law will ensure that mechanisms are put in place allowing the government to provide public and social goods and services in partnershi­p with the private sector and thus enhance the role and contributi­on of this sector in implementi­ng major projects aimed at achieving economic developmen­t.

The ministry said the law aims to develop the capabiliti­es of Qatari private sector companies, encourage competitio­n, enhance its role and contributi­on to economic developmen­t, and direct government agencies to take a new direction and a modern vision to manage national projects in a manner that supports the efficiency and effectiven­ess of their implementa­tion and enhances their sustainabi­lity at lower costs.

The minister said the law was prepared in the light of studies conducted by the ministry in coordinati­on with Qatar Chamber and all relevant government agencies.

The minister noted that the issued law includes institutio­nal and contractua­l arrangemen­ts through the contract between the government agency and the private sector and the distributi­on and sharing of risks and roles through the regulatory and contractua­l frameworks.

The minister also stressed the importance of this law in achieving the success and expansion of businesses.
