Nuaimi outlines strategic plans of Ministry of Justice before Cabinet
MINISTER of Justice and Acting Minister of State for Cabinet Affairs HE Dr Issa bin Saad Al Jafali Al Nuaimi outlined the strategic plan for the ministry before the Cabinet at a meeting chaired by Prime Minister and Minister of Interior HE Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani on Wednesday.
In his presentation, the minister said the plan included provision of distinguished legal services to the beneficiaries, by supervising the practice of legal professions and real estate brokerage, ensuring public access to fast and automated services, providing legal training for the target groups in the State’s administrative apparatus and serving government agencies in reviewing international agreements and contracts and acting on their behalf in cases brought by or against them.
He said the ministry is working to achieve high and flexible institutional capacity that promotes a culture of excellence and creativity, establishing the best framework for the legal professions supervised by the ministry and raising the level of legal awareness in society, and unifying standards for best international practices regarding international agreements and contracts.
He added that the ministry also aimed to provide technical programmes to ensure the efficient and effective achievement of the case management system, train legal employees in the administrative apparatus in the country by adopting the latest methods and develop the quality of real estate registration and documentation services, adding that 20 goals were drawn up to achieve the indicated intermediate results, each within its scope.
The minister also outlined 35 projects the ministry plans to implement, including automation of the work of the ministry’s administrative units, developing a cooperation mechanism between the Ministry of Justice and other government agencies, applying modern technologies in the ministry’s procedures and operations and digitisation of international agreements, among others. The Cabinet then approved a draft Amiri decision on establishing the national agency for cybersecurity.
The preparation of the draft decision comes within the context of updating legislation to keep pace with developments in this regard and the project aims to unify the visions and efforts to secure the country’s cyberspace and to maintain national cybersecurity.
The draft includes provisions relating to the establishment of the agency, its objectives, competencies, administration and financial system.
The Cabinet also approved a draft Amiri decision to establish the Joaan Bin Jassim Academy for Defence and Security Studies. The preparation of the draft decision comes to replace Amiri decision No. 64 of 2014 regarding the establishment and organisation of Joaan Bin Jassim Joint Command and Staff College.
Among the objectives of the Academy is the preparation of military and civilian leaders to assume positions at the strategic level, as well as to enable students to acquire various modern military and academic sciences at the strategic level. The Academy consists of the national defense college, the force and joint staff college, and colleges and research centers that are established in the Academy.
The Cabinet approved the Finance Minister’s draft decision naming the chairman and members of the first tax grievance committee.
The meeting also approved the ratification of the Doha Amendment to the Kyoto Protocol to the United Nations Framework Convention on Climate Change.
