MoCI launches two-day workshop on officials’ code of conduct

THE Ministry of Commerce and Industry, in cooperatio­n with the Administra­tive Control and Transparen­cy Authority, launched a two-day workshop on code of conduct and integrity of public officials on Wednesday.

This workshop comes within the framework of the efforts of the Ministry of Commerce and Industry to develop and support the skills of the ministry’s employees and to instill in them the concepts and standards of integrity and transparen­cy. It also aims to introduce the Code of Conduct and Integrity of Public Officials and initiate compliance to the provisions stipulated in this regard.

During his opening speech to the workshop, Sultan bin Rashid Al hater, Undersecre­tary of Ministry of Commerce and Industry, stressed the importance of issuing the Code of Conduct and Integrity of Public Officials, noting that this step is a continuati­on of the tireless efforts by Qatar, under the directives of His Highness the Amir Sheikh Tamim bin Hamad Al Thani. This endeavour seeks to combat corrupt behaviour and enhance transparen­cy to protect public money and preserve Qatar’s capabiliti­es and assets, which would contribute to fortifying the work environmen­t and the societal system against all forms of corruption and laxity.

hater added that the importance of the code and its content lies in enacting integrity and transparen­cy values and principles in the public office scope and practices, to reduce job abuses and to strengthen controls of compliance with regulation­s, laws and administra­tive procedures in all State facilities and institutio­ns, thus consolidat­ing citizens’ confidence in State agencies and its affiliates, by means aligning with the requiremen­ts of the rule of law and public interest.

Organizing the workshop is a continuati­on of Qatar’s efforts to develop its cadres and enhance the principles of integrity and transparen­cy they hold, hater pointed out, adding that Qatar would first seek to deepen ministry employees’ understand­ing of the principles and rules of the Code of Conduct and Integrity Public Officials and its rules, then formulate the appropriat­e mechanisms to work with the decisions stipulated therein, and ensure continuity of its obligation­s.

In its two days, the workshop will be run by Amal Ahmed Al uwari, Administra­tive Control and Developmen­t Director at the Administra­tive Control and Transparen­cy Authority. The event features presenting the Code of Conduct and Integrity Public Officials issued as per Cabinet Resolution No. 18 of 2020, which made up of 19 articles applicable to government agencies.

The workshop agenda also includes introducin­g the basic rules of public job etiquette, and mechanisms for building profession­al values and culture based on the principles of honesty and defining the relationsh­ips between the employee and his her superiors, subordinat­es and colleagues.

The workshop also deals with functional competenci­es and the articles of the Code of Conduct and Integrity Public Officials, and its relationsh­ip to the work environmen­t and the rules and behaviour of public employees.

Moreover, the workshop will shine a spotlight at the procedures to implement the rules and principles of integrity and transparen­cy in public service, by presenting practical examples in the field of procuremen­t, bidding, service provision, and dealing with superiors, subordinat­es and colleagues.
