Pikitup service poor, DA says

The Democratic Alliance has said Johannesburg residents should not pay for poor service from Pikitup, the city’s rubbish collector. It said Pikitup was historically one of the worst-run entities in the City Johannesburg due to poor management and lack of proper oversight by the executive. This was particularly true with regard to the new levy for lost and stolen bins.
