UK train project gets new head

The newly appointed chairman of the UK’s proposed high-speed rail network, David Higgins, said yesterday his first task would be to seek cross-party support for the £42.6bn project. High Speed Two has been heavily criticised by business groups and MPs who question if the infrastruc­ture programme will generate sufficient benefits to outweigh its rising cost.
