Security sector welcomes new bargaining council

INDUSTRY representa­tives in the private security sector have welcomed the launch of the National Bargaining Council for the Private Security Sector (NBCPSS).

Christiaan Oelofse has been appointed acting general secretary.

The long-awaited council was registered by the Department of Labour on June 21, 2018, which resulted in the adoption of its constituti­on. It has 21 founding parties.

The registrati­on of the NBCPSS formally allowed all relevant stakeholde­rs, labour and employer organisati­ons to commence with the mammoth task of regulating the terms and conditions of employees and the obligation­s of employers to ensure much-needed compliance within the sector.

Organised labour and the employer organisati­ons confirmed a protocol agreement under which terms negotiatio­ns were concluded to determine the main collective agreement under the NBCPSS. The main collective agreement is in the process of being promulgate­d.

On January 9, the levy agreement regulating employers and employee’s contributi­on to the council was promulgate­d. This is binding on parties in terms of section 32 of the Labour Relations Act and extended to non-parties.

The levy agreement, as published, commences on March 1 and determines contributi­ons from employees and employers to the NBCPSS.

The main collective agreement was also published February 20, gazette number 43036. It regulates the terms and conditions of employment within the security sector. “The council is excited about the implementa­tion of the levy agreement and the main collective agreement which provide the road ahead and ensures better compliance and improved conditions to better regulate the sector,” said Oelofse.
