Be fair to all schools

Iwork for the department of education in Alfred Nzo West which was known as Mount Frere district. The school I work at is the last school in Ntsizwa circuit, known as Ntsizwa JSS. I am concerned the rural allowance is only given to some schools, including ones not as far away as others. There is a school about 12km back from my school that benefits from such an allowance. I would like to know what criteria the department uses to decide which schools should benefit. Many of these schools have Sadtu executive members on their staff.
