PUBLIC NOTICE PROCESS PLAN FOR THE 2021/22 INTEGRATED DEVELOPMENT PLAN (IDP) REVIEW, PREPARATION OF BUDGET FOR 2023/24 MTREF

Purpose

To notify the public about the process to be followed in reviewing the 2022/23 IDP and the preparation of the Budget for 2023/2024. This process plan legislatively is inclusive of the preparation of the budget for 2023/24 Medium Term Revenue Expenditure Framework (MTREF).

Legislative Requirements

The Municipal Systems Act (Act 32 of 2000), section 34, compels municipal councils to Review IDP;

1. Annualy in accordance with an assessment of its performance measurements.

2. To extent that changing circumstances so demand and;

3. May amend its IDP in accordance with the prescribed process.

The Municipal Finance Management Act ( Act 56 of 2003) section 53(1) (b) states; that the Mayor of a municipality must coordinate the annual review of the IDP in terms of section 34 of the Municipal Systems Act (32 of 2000) and to prepare the Annual Budget and determine how the Integrated Development Plan (IDP) is to be taken into account or reviewed for purpose of the budget.

Notice

Notice is hereby given in terms of Section 28 (3) of the Local Government: Municipal Systems Act No. 32 of 2000 read with provision of Municipal Finance Management Act No. 56 of 2003, that the Sol Plaatje Municipality council has approved the process plan for the 2022/23 IDP Review and Preparation of Budget for 2023/24 MTREF with council resolution No: C138/08/22.

Copies of the approved process plan will be available at all Municipal service points (Libraries, Civic center, Council and be placed on all digital platforms and on the Municipal website www.solplaatje.org.za)
