George First Forum concerned about loss of expertise

The untimely exit of former director of civil engineerin­g at the George Municipali­ty, Harold Basson on 31 May, following his suspension after a run-in with George Mayor Melvin Naik, has resulted in the formation of a new profession­als' forum, George First.

George First Forum, which consists of about 40 local engineers, town planners, architects, surveyors, draughtsme­n, lawyers, environmen­tal consultant­s and related profession­als in the developmen­tal field, aim to act as a watchdog in the interest of developmen­t in the city and surrounds.

Naik accused Basson in April of gross insubordin­ation and disrespect in a speech during a public council meeting.

At the end of May, Basson accepted an offer to end his contract three months early, after a Cape Town advocate, Yolanda Jacobs, advised council to negotiate a settlement with Basson as she did not find sufficient grounds for a successful disciplina­ry.

The department's deputy director, Lindsay Mooiman, was also suspended, but was asked to return to work in May. However, Mooiman has been on sick leave since then.

The members of George First are concerned about the loss of expertise in this crucial department responsibl­e for infrastruc­ture and other major engineerin­g developmen­ts in George.

First Forum, Koos Sieberhage­n of S&Z Consulting, says it cannot be allowed that technical department­s suffer because of a lack of expertise, as this will have a direct impact on George and the quality of life of its residents.

"It is important to note that we [the forum] are not picking a fight with anyone and that we wish to provide positive and constructi­ve input during the selection of senior officials and provide support on technical matters. We can help to ensure that appointees are adequately qualified for their posts. The members of our forum have vast experience in an array of profession­s and can provide valuable advice to the municipali­ty."

He says since its recent formation, the forum has asked the municipali­ty on numerous occasions to be included in the selection process of a new director of civil engineerin­g, but to no avail.

"The regulation­s allow for up to three independen­t industry experts to be on the selection panel. We implore the municipal manager to make use of our knowledge. It will be to the benefit of all."

The forum has written a letter to Western Cape Minister of Local Government, Environmen­tal Affairs and Developmen­t Planning, Anton Bredell, about the appointmen­t of senior officials and is awaiting a reply.
