Reg langs jou huis word beeste heeldag vasgemaak sonder water. Nou praat jy van stank, vlieë en bosluise. Perde loop jou erf binne en mis, vreet jou plante en beskadig heinings. Hulle word bloots gery. Ja nee, wilde weste.
Skape word aan leirieme pad af gesleep. Hoenders skop jou saad en plante uit. Hoenderhokke is in ‘n toestand of bestaan glad nie.
Sulke goed bring siektes. Nou vra ek, het George-munisipaliteit nie gesondheidsinspekteurs nie? Moet hulle nie die woonbuurte patrolleer nie? Ek meen ons is belastingbetalers. Dis mos deel van dienslewering.
DBV, diere word mishandel. Honde loop los op straat. Patrolleer julle nie? My kinders kan gebyt word.
Munisipaliteit en DBV, is daar nie ‘n plek waar hierdie diere aangehou kan word nie? Anders skut hulle.
Of moet ons ook eers in die straat dans en tyres brand?

Die dierebeskermingsvereniging (DBV), die munisipale omgewingsgesondheidsafdeling en die wetstoepassingsafdeling, volg gewoonlik hierdie klagtes op. Omdat alle klagtes afsonderlik ondersoek word, moet eers vasgestel word wie die eienaars van die grond is waar die diere wei, en of dit munisipale oop ruimtes is.
Rondloperdiere op openbare oop ruimtes en paaie word, indien moontlik, geskut en na die munisipale skut geneem. Die eienaars van die diere is verantwoordelik vir boetes en skutgelde. Diere op privaat eiendom word deur die omgewingsgesondheidsafdeling hanteer.
Daar word dus ‘n versoek aan die publiek gerig om klagtes oor rondloperdiere en probleemdiere aan die wetstoepassingsafdeling te rig by 044 801 6350 en naure 044 801 6300.
Indien nodig sal die klagtes na die verskillende verantwoordelike afdelings verwys word.
Henrico Pyper, SPCA inspector, responds: Firstly I want to comment that the SPCA is working in Pacaltsdorp on a daily basis and whenever we get called out where animals are sick or injured. As Wendy mentioned, Law Enforcement is responsible for impounding farm animals. The SPCA collects stray horses on a regular basis and whenever farm animals are impounded there is a stray period of 21 days before the animals become the property of the SPCA. If the owner comes to claim his animals back within the 21 days, the pound fees are paid to the SPCA and we cannot refuse to give him back his animals. According to law all animals should be marked and if not, the stock theft unit of SAPS is contacted and the owners are fined before the animals get released. Whenever the complainant witnesses any animal abuse he / she should phone the SPCA immediately so that the matter can be investigated. Due to the land issue and horses that are being stolen, owners are being forced to let their animals graze near their houses.
General Provision Relating To Keeping Of Animals [MUNICIPAL BY-LAW]
No person may keep or permit to be kept on any premises any animals; excluding pets; without the written permission of the municipality.
Duties of owner or keeper of animals
The owner or keeper of an animal a] may not cause or allow an animal to interfere with the comfort; convenience; peace or quiet of other people; b] must provide such animal with shelter; water and proper food ; c] must maintain the premises on which an animal is kept in good repair and in a neat condition in order to prevent the occurrence of a public nuisance; and d] must exercise control over his or her animals in order to prevent damage to property or gardens; e] may not leave or allow any animal to be on any section of a public road or leave such animal in a place from where it may stray onto such section of a public road.
