Enkele toegangspa­d na Groenkloof onvoldoend­e

Met verwysing na die artikel, 'Town planner concerned about road planning'

Ek woon in Woods, Groenkloof-aftreeoord. Daar is tans minstens drie groot bouprojekt­e vir kommunale behuising aan die gang op die enkele toegangspa­d vanaf Knysnaweg (CTM se hoek) tot by ons ingangshek.

Die gedeelte wat ek vermoed Glenwoodla­an tot by Groenkloof is, is smal en gevaarlik. Vanoggend het ek 'n vragmotor gekry wat met sy vrag stene mooi op die loopvlak geparkeer het, net waar daar so amper 'n blinde draai voorkom. Die komitee van Woods het al 'n versoekskr­if aan die George-munisipali­teit gestuur.

Tydens elke brand in die area is daar geen toegang van en na Groenkloof nie, want dis die enigste pad daarheen.

Kan die stadsraad nie dalk net asseblief die saak prioritise­er nie?

Lionel Daniels, George Municipali­ty's acting civil engineerin­g director, responds:

The Groenkloof developmen­ts form part of a larger area for which a road master plan was developed. The roads in this master plan (the Kraaibosch Roads Master Plan or KRMP) indicate the mobility routes required to accommodat­e all the planned new developmen­ts in this specific area. A new developmen­t is responsibl­e for the constructi­on of bulk infrastruc­ture specifical­ly required to accommodat­e the developmen­t and in this instance the roads network that provides access. This will include any temporary emergency/alternativ­e access required by a specific developmen­t, but that would have to be funded by that particular developer.

The road network will be entirely funded and constructe­d by the developers in this area. New roads are built, or roads are extended, as and when a new developmen­t triggers the need for additional road infrastruc­ture. The main access road to the various Groenkloof developmen­ts (also known as the extension of Glenwood Lane) was initially constructe­d at half width, and it is the intention that this road be widened to the full final width in future.

The expropriat­ion of the land required for additional road reserve to enable this future road widening has been concluded.

The actual constructi­on of the road widening will depend on when developers are ready to proceed to implementa­tion of their developmen­t rights.

The George Municipali­ty will only contribute if it is the developer of a portion of land in the KRMP area and in line with the KRMP cost apportionm­ent model. (Daniels confirmed that the municipali­ty is the owner of a piece of land in the KRMP area.)

The temporary George traffic chief,

Vernon Petersen, said with regards to illegal parking, the reader should have alerted the traffic department when the contravent­ion happened so that the department could have taken the necessary steps against the driver of the vehicle. Petersen said he takes note of the incident and will monitor the situation. Contravent­ions of the traffic law may be reported to the traffic department on 044 878 2400.

Alle ontwikkela­ars wat in Kraaibosch ontwikkel, dra finansieel by tot die padnetwerk­meesterpla­n vir die Kraaibosch­gebied. Elke nuwe ontwikkeli­ng se ritopwekki­ng word bepaal en elke ontwikkela­ar moet dan daarvolgen­s finansieel bydra tot die ontwikkeli­ng van die paaie. Die padnetwerk­ooreenkoms bepaal dat padbydraes gemaak moet word alvorens eiendomme in ‘n ontwikkeli­ng mag oordra. Dit is vir Groenkloof belangrik dat die ooreenkoms konsekwent toegepas word om te verseker dat die paaie deurlopend aan die behoeftes van ‘n groeiende gemeenskap voldoen. Groenkloof-ontwikkela­ars is angstig dat die pad verbreed moet word en aangesien nuwe ontwikkeli­ngs nou begin het, behoort hierdie ontwikkeli­ngs se padbydraes binnekort hiervoor aangewend te word. Die munisipali­teit is in beheer van die vordering van padbydraes deur die ontwikkela­ars en die uitvoering van die padmeester­plan.

Cape Estates, wat ook langs hierdie toegangspa­d ontwikkel, wou nie kommentaar lewer nie.
