Enkele toegangspad na Groenkloof onvoldoende

Ek woon in Woods, Groenkloof-aftreeoord. Daar is tans minstens drie groot bouprojekte vir kommunale behuising aan die gang op die enkele toegangspad vanaf Knysnaweg (CTM se hoek) tot by ons ingangshek.
Die gedeelte wat ek vermoed Glenwoodlaan tot by Groenkloof is, is smal en gevaarlik. Vanoggend het ek 'n vragmotor gekry wat met sy vrag stene mooi op die loopvlak geparkeer het, net waar daar so amper 'n blinde draai voorkom. Die komitee van Woods het al 'n versoekskrif aan die George-munisipaliteit gestuur.
Tydens elke brand in die area is daar geen toegang van en na Groenkloof nie, want dis die enigste pad daarheen.
Kan die stadsraad nie dalk net asseblief die saak prioritiseer nie?
Lionel Daniels, George Municipality's acting civil engineering director, responds:
The Groenkloof developments form part of a larger area for which a road master plan was developed. The roads in this master plan (the Kraaibosch Roads Master Plan or KRMP) indicate the mobility routes required to accommodate all the planned new developments in this specific area. A new development is responsible for the construction of bulk infrastructure specifically required to accommodate the development and in this instance the roads network that provides access. This will include any temporary emergency/alternative access required by a specific development, but that would have to be funded by that particular developer.
The road network will be entirely funded and constructed by the developers in this area. New roads are built, or roads are extended, as and when a new development triggers the need for additional road infrastructure. The main access road to the various Groenkloof developments (also known as the extension of Glenwood Lane) was initially constructed at half width, and it is the intention that this road be widened to the full final width in future.
The expropriation of the land required for additional road reserve to enable this future road widening has been concluded.
The actual construction of the road widening will depend on when developers are ready to proceed to implementation of their development rights.
The George Municipality will only contribute if it is the developer of a portion of land in the KRMP area and in line with the KRMP cost apportionment model. (Daniels confirmed that the municipality is the owner of a piece of land in the KRMP area.)
The temporary George traffic chief,
Vernon Petersen, said with regards to illegal parking, the reader should have alerted the traffic department when the contravention happened so that the department could have taken the necessary steps against the driver of the vehicle. Petersen said he takes note of the incident and will monitor the situation. Contraventions of the traffic law may be reported to the traffic department on 044 878 2400.
Groenkloof se kommentaar:
Alle ontwikkelaars wat in Kraaibosch ontwikkel, dra finansieel by tot die padnetwerkmeesterplan vir die Kraaiboschgebied. Elke nuwe ontwikkeling se ritopwekking word bepaal en elke ontwikkelaar moet dan daarvolgens finansieel bydra tot die ontwikkeling van die paaie. Die padnetwerkooreenkoms bepaal dat padbydraes gemaak moet word alvorens eiendomme in ‘n ontwikkeling mag oordra. Dit is vir Groenkloof belangrik dat die ooreenkoms konsekwent toegepas word om te verseker dat die paaie deurlopend aan die behoeftes van ‘n groeiende gemeenskap voldoen. Groenkloof-ontwikkelaars is angstig dat die pad verbreed moet word en aangesien nuwe ontwikkelings nou begin het, behoort hierdie ontwikkelings se padbydraes binnekort hiervoor aangewend te word. Die munisipaliteit is in beheer van die vordering van padbydraes deur die ontwikkelaars en die uitvoering van die padmeesterplan.
Cape Estates, wat ook langs hierdie toegangspad ontwikkel, wou nie kommentaar lewer nie.
