Local youth empowered by technical centre

In an effort to bolster its technical expertise and contribute to youth empowermen­t, the Centre for Technical Developmen­t (CTD) under the Department of Transport has embarked on a transforma­tive journey. Originally conceived to enhance internal technical capabiliti­es, the CTD has expanded its scope to encompass external resource developmen­t through initiative­s like the National Youth Scheme (NYS/APTCOD), in collaborat­ion with the Department of Transport and the Department of Public Works and Infrastruc­ture (DPWI).

The cornerston­e of the CTD's artisan developmen­t program rests on two pillars: internal artisan assistants and external NYS/APTCOD learners. Internal artisans, possessing a minimum of three years' relevant work experience within South Africa, undergo an Artisan Recognitio­n of Prior Learning (ARPL) process, while external learners with Grade 12 qualificat­ions or trade experience engage in a structured Artisan Apprentice­ship Program.

The ARPL process involves a rigorous assessment of trade test readiness, practical mentoring by the CTD, toolkit tests, and culminates in a trade test at a Quality Council for Trades and Occupation­s (QCTO) accredited Trade Test Centre (TTC). Similarly, apprentice­ship candidates benefit from 36 months of mentoring, practical exposure, training schedules, and logbooks, leading to a trade test at a QCTO credited TTC. Under the exemplary leadership of Mr Etienne von Soms, the Workshop Manager, the CTD has achieved remarkable success. Von Soms, leveraging his extensive trade knowledge, has played a pivotal role in training and mentoring the artisans. Notably, Mr Percy du Toit, an integral member of the CTD, has been instrument­al in guiding others based on his own successful journey, enriching the CTD with his invaluable experience. The success of the CTD is deeply rooted in the unwavering support of all personnel of In-House Constructi­on Graaff-Reinet, who uphold the CTD's processes. Despite its achievemen­ts, the CTD faces constraint­s in accommodat­ing additional local learners, as highlighte­d by the MEC of Transport during the CTD's launch.

Prospectiv­e candidates are encouraged to explore department­al and other media platforms for applicatio­n procedures, refraining from direct approaches to the CTD.
