Local youth empowered by technical centre

In an effort to bolster its technical expertise and contribute to youth empowerment, the Centre for Technical Development (CTD) under the Department of Transport has embarked on a transformative journey. Originally conceived to enhance internal technical capabilities, the CTD has expanded its scope to encompass external resource development through initiatives like the National Youth Scheme (NYS/APTCOD), in collaboration with the Department of Transport and the Department of Public Works and Infrastructure (DPWI).
The cornerstone of the CTD's artisan development program rests on two pillars: internal artisan assistants and external NYS/APTCOD learners. Internal artisans, possessing a minimum of three years' relevant work experience within South Africa, undergo an Artisan Recognition of Prior Learning (ARPL) process, while external learners with Grade 12 qualifications or trade experience engage in a structured Artisan Apprenticeship Program.
The ARPL process involves a rigorous assessment of trade test readiness, practical mentoring by the CTD, toolkit tests, and culminates in a trade test at a Quality Council for Trades and Occupations (QCTO) accredited Trade Test Centre (TTC). Similarly, apprenticeship candidates benefit from 36 months of mentoring, practical exposure, training schedules, and logbooks, leading to a trade test at a QCTO credited TTC. Under the exemplary leadership of Mr Etienne von Soms, the Workshop Manager, the CTD has achieved remarkable success. Von Soms, leveraging his extensive trade knowledge, has played a pivotal role in training and mentoring the artisans. Notably, Mr Percy du Toit, an integral member of the CTD, has been instrumental in guiding others based on his own successful journey, enriching the CTD with his invaluable experience. The success of the CTD is deeply rooted in the unwavering support of all personnel of In-House Construction Graaff-Reinet, who uphold the CTD's processes. Despite its achievements, the CTD faces constraints in accommodating additional local learners, as highlighted by the MEC of Transport during the CTD's launch.
