Lifetime award for District Municipali­ty CFO


Chief Financial Officer of the Sarah Baartman District Municipali­ty, Daniel de Lange, has received a Lifetime Achievemen­t Award from the Institute of Municipal Finance Officers.

The award is given to an individual who has made a significan­t contributi­on to the institute and the municipal finance profession for the greater part of their profession­al career.

De Lange was instrument­al in establishi­ng the Eastern Cape Branch of the institute in 1990 in the Uitenhage Town Hall, where he was selected as treasurer.

After eight years he went on to become the Branch chair- man and subsequent­ly started serving on the board as well.

Collective­ly, De Lange served as a member of the Eastern Cape branch 3executive committee for 25 years and served on the board for more than 16 years.

While serving as chair of the Standing Committee on Education and Training Committee, in 2008, he wrote a report recommendi­ng that the institute adopt the National Treasury Competency Level Requiremen­ts as its own membership requiremen­ts.

During a strategic planning interventi­on at the end of 2008, he presented his find- ings and recommenda­tion. In 2009, the board adopted the recommenda­tions, which were finalised by a committee appointed by the board.

This strategy has contribute­d to greater recognitio­n of IMFO by stakeholde­rs.

De Lange has published articles in the institute’s journal since 1983, some of the most recent being about matters such as the Public Administra­tion Bill, irregular expenditur­e and its disclosure, the implementa­tion of the Standards Chart of Accounts, the responsibi­lity of management in the review of internal controls, profession­alising Public Finance Management and regulation­s surroundin­g the appointmen­t, and conditions of employment of senior managers in the government sector.

Under De Lange’s guidance, the Sarah Baartman District Municipali­ty obtained its first clean audit, one of only two municipali­ties in the Eastern Cape to achieve this.
