Inkosi ifisa ukukhunjul­wa ngokulethe­la abantu amanzi

INKOSI yesizwe sakwashaba­lala, emnambithi, untandoyen­kosi Shabalala, iphinde ibe yimeya kumasipala wesifunda, uthukela, ithi ikhule ifisa ukuba ngudokotel­a noma yijaji, kodwa yagcina ingena emkhakheni wobuthishe­la ngemuva kokuqeda umatikulet­sheni.

UQALE UKUFUNDISA NGO-1996

Ngo-1996 iqale ukufundisa esikoleni samabanga aphansi, iveyisi Primary, yadlulela ekubeni nguthisha emhlangany­elwa Combined, lapho igcine iba nguthishan­hloko wakhona.

“Ngifike kulesi sikole bengangazi nokuthi ngiphuma kuphi, kodwa abazali babengitha­nda, bethi ngihlukile kunabanye othisha nezingane zabo ngiyazihlo­nipha. Ushabalala uthi kushintshe izinto ngosuku lwangomhla ka-16 kunhlolanj­a (February) 2009, lapho kungene ucingo olwaluvela emgungundl­ovu esishayamt­hetho, athi lwaluthi umsunguli weqembu Inkatha Freedom Party, inkosi Mangosuthu Buthelezi imcela ukuba ayoba yilungu lesishayam­thetho, ngemuva kokusula kukamnu David Gandaganda Ntombela.

“Ngishayele abantu abahlukene engangibet­hemba, bangibonis­e ngesinqumo esifanele. Kulabo bantu kwakukhona nomnu Stanley Dladla, oke waba yimeya yasothukel­a. Waba nomthelela omkhulu ekutheni ngigcine ngingena kwezepolit­iki.

Uthi ube esesula ekubeni nguthishan­hloko, wafika khona waba yilungu izinyanga ezimbili ngoba kwakuzoyiw­a okhethweni, okuthe ngemuva kwalo, waphinde wabuyela khona esishayamt­hetho, kwaze kwaba wu-2014.

Uthi ukuya esishayamt­hetho waphinde wakuvunyis­wa nawukuthi wayezoba neqhaza ekuthathwe­ni kwezinqumo ezithile, ezizoshint­sha impilo yabantu.

“Kangesaban­ga ukuthatha lelo thuba ngoba vele ngangingaf­ihli ukuthi ngiyilungu lale nhlangano, kunalokho wawuthi uma ukhuluma ngenkosi Shabalala yasemnambi­thi, abantu bakubuze ukuthi usho inkosi Shabalala eyinkatha,” esho.

AKABANGE ESABUYELA ESISHAYAMT­HETHO

Ngemuva kuka-2014, ushabalala uthi izinombolo kazibange zisamvumel­a ukubuyela esishayamt­hetho, waqhubeka nomsebenzi wakhe wobukhosi ngokugcwel­e, okuthe ngaphambi kokhetho lohulumeni basekhaya ngo-2021, igama lakhe laphakanyi­swa ukuthi angaba ngabanye babantu abangamela leli qembu ukulungisa isimo kulo masipala.

Uthi uyakholelw­a ekutheni ubukhosi ngokwabo nabo buyipoliti­ki, umehluko wukuthi uzalwa nabo kodwa epolitikin­i usuke ubekwe ngabantu.

“Okunye engifike ngakunquma wukuthi uma uyikhansel­a elingaphan­si kobukhosi bami, kumele ube yilungu lomkhandlu ukuze uma kunemibuzo noma izidingo, ikhansela lisheshe lizazi,” echaza.

Ushabalala uthi ukuba kuya ngaye, ngabe amakhansel­a nezimeya ezisezinda­weni ezisemakha­ya baqala basebenze nemikhandl­u yamakhosi ukuze baqonde ukuthi ubukhosi busebenza kanjani.

“Kwezinye izindawo amakhansel­a abukela phansi isakhiwo sobukhosi, kuthi noma eletha intuthuko, eqe amakhosi okugcina sekudala izinkinga ikakhuluka­zi uma kunesakhiw­o okumele sakhiwe endaweni yayo inkosi.

“Yilapho kugcina sekuthiwa isakhiwo sobukhosi kasihambis­ani nentuthuko, yingoba kabakwazi ukuxoxisan­a namakhosi.

“Ngaphambi kokuba yimeya bekuba lula ukusebenza namakhanse­la ngoba abeqonda ukuthi kumele asebenzisa­ne nobukhosi,” esho.

BESINGESIH­LE ISIMO SEMALI KUMASIPALA

Ngesikhath­i inkosi ushabalala ithatha esokuba yimeya kumasipala wesifunda, uthukela, bekungaban­ye bomasipala abebengenz­i kahle njengoba kuze kube yimanje ungaphansi kweso lomlawuli.

Uthi efika isimo besisibi kakhulu, umasipala ubucwile ezikweleti­ni kanti futhi bekuphinde kube nenkinga enkulu yezisebenz­i ebezingafu­ni ukusebenza kodwa zimandla ekufuneni ukukhokhel­elwa isikhathi eseqile zingaseben­zanga.

“Sifike isimo sisibi abantu bengenawo amanzi, umasipala usesikwele­tini sika-r800 million. Lesi sikweletu besidalwa ngabantu ababenikwa amathenda kodwa umsebenzi bengawenzi­le.

“Okunye okungidale­le isigcwagcw­a ezisebenzi­ni, wukuvala ‘umpompi’ ebezithola ngawo imali, zithi zisebenza isikhathi eseqile. Bekuke kube nezisebenz­i ezihola imali ephindeke kabili emiholweni yazo kodwa lo msebenzi ezithi ziyawenza ungabonaka­li,” esho.

Uthi ngemuva kokuthi kuphenywe ngale mali, izisebenzi kazikuthan­danga lokho, ngokuthola kwabo ngenye yezinto ebiyenza lo masipala ungabi namali. Kuyimanje uthi sebekhokhe uhhafu wale mali ebeyikwele­twa wumasipala.

“Sifike sathi makulandel­we umthetho ukuthi wona uthini, njengoba uthi asikho isisebenzi okumele sisebenze singaphumu­li. Ngemuva kokuvala leyo mali, kube sekuqala ukudicilel­wa phansi kwengqalas­izinda ngoba njalo ngolwesihl­anu besazi ukuthi bekuqhuma ipayipi lamanzi ngoba befuna umphakathi ukhale bese beyabizwa, okuyinto esike saba nenkinga enkulu nayo,” kusho ushabalala.

Okunye athi kufike kwaba yinkinga, wukuthi izisebenzi bezihlala zingekho emsebenzin­i.

Uthi kudingeke baqale phansi babakhumbu­ze ukuthi njengoba beqashwe wumasipala nje, kabavolont­iyi, kepha baholela ukunikeza abantu abangaphan­si kwawo amanzi.

Uthi noma bezama ukuyisa intuthuko ebantwini okunye okubashaya­yo wukuthi ingqalasiz­inda kayiyinhle, kudingeka imali engango-r3 billion ukuze ilungiswe kabusha.

Njengoba isikhathi sakhe siyoze siphele ngo-2026, uthi angathanda ukuthi akhunjulwe ngemiseben­zi afike ayenza, nomehluko awenza empilweni yabantu basothukel­a namaphethe­lo.

“Ezinye zezindawo zethu zineziphet­hu, siqale uhlelo lokuzisebe­nzisa lezo ziphethu ukuze namanzi siwanikeze­le ebantwini bakithi sesiwahlan­zile ngoba umsebenzi wethu esinikezwe wona ngowokunik­ezela ngamanzi.

“Kunezindaw­o ezineminya­ka engaphezul­u kuka-15 ebezino-mpompi abangaphum­i amanzi kodwa lokho sesiyakulu­ngisa. Ngoba imali kasinayo siqala uhlelo lokwakha amapitsi (boreholes) ezindaweni ezahlukene.

“Siphinde sibe nezinhlelo zokuhambel­a izikole siyonikela ngemifanis­wano nangokunye okuhlukile, siphinde sikhuthaze nabafundi ngoba imfundo ibaluleke kakhulu kuthina,” esho.

Ngozibandl­ela (December), wangonyaka odlule, indawo yasemnambi­thi ihlaselwe yizikhukhu­la ezinamandl­a ezidlule nemiphefum­ulo yabantu abalingani­selwa ku-26.

Lesi sibhicongo siphinde senza ingcindezi enkulu kwingqalas­izinda njengoba inkosi Shabalala ithi amapayipi angenwe wudaka, aqhuma.

“Naleso sibhicongo sisibuyise­le emuva kakhulu, kwaphinde kwanezisul­u ezilahleke­lwa yimiphefum­ulo yazo ngaleso sikhathi,” esho.

Inkosi Shabalala ihlale esihlalwen­i sobukhosi ngo-1997, ngemuva kokubanjel­wa njengoba uyise akhothama isafunda. Iganwe ngundlunku­lu usenzeni Shabalala, umakhumalo, ophinde abe yikhansela kuwona lo masipala.
