World War II had started and dominance of the oceans was of paramount importance to the military effort. A detailed double-page-spread illustration depicted the $3 500 000 basin that was being constructed by the US Navy in Maryland.

Its purpose was to test the seaworthiness and reliability of the US’s future battleships.
