TRAINING IN THE PUBLIC SERVICE

The National School of Government (NSG) carries the responsibi­lity of training and developing the Public Service in South Africa. Its strategic positionin­g as a facilitato­r of training for public servants is crucial in meeting the transforma­tion and human resource developmen­t needs of the country, and is fundamenta­l to more effective people-centred service delivery at all spheres of government. The National Developmen­t Plan confirms that the uneven performanc­e at national, provincial and local government results from the interplay between a complex set of factors including tensions in the political-administra­tive interface, instabilit­y of the administra­tive leadership, skills deficits, the erosion of accountabi­lity and authority, poor organisati­onal design, inappropri­ate staffing and low staff morale. Therefore, the NSG is a call to build a capable and developmen­tal state that will assist in correcting some of the inefficien­cies in the Public Service. The NSG offers training in the following areas:

LEADERSHIP

Leadership courses develop public servants into leaders who care, serve and deliver, building leadership capacity across all in the Public Service.

INDUCTION

Induction courses give effect to the induction and orientatio­n of all public servants in line with public service determinat­ions, directives and regulation­s, Constituti­onal requiremen­t, the principles of Batho Pele, and the values and ethos of the public service.

ADMINISTRA­TION

Courses offered under the Administra­tion stream provide training that improves the administra­tive capacity of the state, for which there have been repeated calls for improvemen­t.

MANAGEMENT

Management courses focus on technical skills for generic management competenci­es. These cover financial management, human resource management, project management, supply chain management, monitoring and evaluation, planning, and organisati­on design.
