EVEN the Treasury was taken by surprise by Van Rooyen’s appointment as its political head.

Exactly how unknown he was became clear on Friday when the Treasury, which is usually quite on the ball, issued the following advisory: “The Minister of Finance, Mr Douglas van Rooyen wishes to place on record that a Twitter account which goes by the handles @douglavanrooyen or @daviddvanrooyen and purporting to be Minister Douglas van Rooyen and using his picture is neither his nor that of his office.”

Douglas van Rooyen? Hogarth had heard of David van Rooyen, commonly known as Des van Rooyen, but Douglas is a new kid on the block.
