Horse droppings health hazard on Toti beach
SAGRENMoodley wanted clarity on whether horses were allowed on public beaches after noticing their droppings on the eManzimtoti beach recently.
“I frequently walk on Toti beach and have on a number of occasions noticed manure on the beach, especially the stretch from main beach south towards Warner Beach.
“I have seen groups of people riding their horses on this stretch. I am not sure where they come from or if they have permission to ride on the beach.
“The horse manure is of concern due to the risk of disease spreading to children who play on the beach.
“I am sure the municipality has bylaws to protect our beaches and horse riding along beaches may not be allowed. Please could this be investigated with the municipality.”
eThekwini head of communications Tozi Mthethwa said while the municipality did allow members of the public to ride horses on beaches, this was only after prior arrangement and agreement with the relevant municipal authority was granted.
She said the city forbade horse riding within or nearby any designated bathing area.
Regarding horse droppings, she said it was the responsibility of the rider or the organiser of the ride to clean up.
“In cases where manure or any other harmful materials are left behind, contact will be made with the culprit who will be reminded of their responsibility as it impacts negatively on the environment and water quality.
“In cases where the rider does not adhere to stipulated conditions, our law enforcement authority is instructed to revoke the permission granted to them until they comply with the terms and conditions of the permission granted,” she said.
Ward councillor Andre Beetge confirmed that there was one permit holder who was allowed to ride horses on the beachfront along a stretch not designated for swimming.
“I have engaged with them about the horse droppings and asked them to ensure that they are picked up. If the problem persists, we will look into it again,” he said.
