Does Cyril Ramaphosa have any idea how business works?

If governments force pharmaceutical companies to give up their patent-protected technology and formulas for the manufacturing of vaccines, it would create huge losses for them and their investors. What would then be the incentive in the future to develop vaccines when the next pandemic comes along?
