Fix-it team for mu­nic­i­pal­ity

The Lim­popo de­part­ment of co­op­er­a­tive gov­er­nance has ap­pointed a team to ad­min­is­ter the fi­nances of the cash-strapped Mo­galak­wena mu­nic­i­pal­ity in Mokopane out­side Polok­wane.

MEC for co­op­er­a­tive gov­er­nancec Basikopo Makamu said the ap­point­ment on Fri­day was in line with sec­tion 139 (1) b of the con­sti­tu­tion. He said the move was blessed by the ex­ec­u­tive coun­cil of the Lim­popo pro­vin­cial gov­ern­ment in De­cem­ber, which placed the Mo­galak­wena mu­nic­i­pal­ity un­der ad­min­is­tra­tion af­ter fi­nan­cial prob­lems rocked the in­sti­tu­tion.

Last year, the be­lea­guered mu­nic­i­pal­ity in­curred R1.12 bil­lion in fruit­less and ir­reg­u­lar ex­pen­di­ture. This in­cluded in­ter­est, the pay­ment of in­flated prices and the cost of lit­i­ga­tion that could have been avoided.

Dur­ing her visit to the mu­nic­i­pal­ity in Oc­to­ber, chair of par­lia­ment’s port­fo­lio com­mit­tee on co­op­er­a­tive gov­er­nance Faith Muthambi learned that mu­nic­i­pal ten­ders worth mil­lions of rands had been awarded to friends, rel­a­tives and po­lit­i­cal al­lies, without rel­e­vant sup­ply chain man­age­ment poli­cies be­ing fol­lowed.

Muthambi also learned that high-fly­ing ANC mem­bers in the prov­ince, in­clud­ing pro­vin­cial ex­ec­u­tive com­mit­tee mem­bers, were do­ing business with the mu­nic­i­pal­ity. The com­mit­tee fur­ther dis­cov­ered that mu­nic­i­pal of­fi­cials were also award­ing ten­ders to their own com­pa­nies, flout­ing sup­ply chain man­age­ment poli­cies.

This led to the ANC dis­patch­ing national of­fi­cials to the mu­nic­i­pal­ity to save it from col­lapse. The party dis­patched deputy sec­re­tary-gen­eral Jessie Duarte and a few weeks later a de­ci­sion to as­sist the mu­nic­i­pal­ity with out­side ex­perts ex­pe­ri­enced in lo­cal gov­er­nance and ad­min­is­tra­tion was taken.

In­tro­duc­ing the ad­min­is­tra­tors to the coun­cil on Fri­day, Makamu an­nounced the in­ter­ven­tion team would be led by Frans Boshielo, whom he said had years of ex­pe­ri­ence in lo­cal gov­er­nance and ad­min­is­tra­tion in the North West and Gaut­eng.

The team will com­prise mu­nic­i­pal fi­nance and sup­ply chain spe­cial­ists, hu­man re­source spe­cial­ists, in­for­ma­tion and tech­nol­ogy spe­cial­ists and le­gal and labour re­la­tions spe­cial­ists, said Makamu.

The in­ter­ven­tion team will be led by Frans Boshielo, who has years of knowl­edge in lo­cal gov­er­nance and ad­min­is­tra­tion.
