Fix-it team for municipality
The Limpopo department of cooperative governance has appointed a team to administer the finances of the cash-strapped Mogalakwena municipality in Mokopane outside Polokwane.
MEC for cooperative governancec Basikopo Makamu said the appointment on Friday was in line with section 139 (1) b of the constitution. He said the move was blessed by the executive council of the Limpopo provincial government in December, which placed the Mogalakwena municipality under administration after financial problems rocked the institution.
Last year, the beleaguered municipality incurred R1.12 billion in fruitless and irregular expenditure. This included interest, the payment of inflated prices and the cost of litigation that could have been avoided.
During her visit to the municipality in October, chair of parliament’s portfolio committee on cooperative governance Faith Muthambi learned that municipal tenders worth millions of rands had been awarded to friends, relatives and political allies, without relevant supply chain management policies being followed.
Muthambi also learned that high-flying ANC members in the province, including provincial executive committee members, were doing business with the municipality. The committee further discovered that municipal officials were also awarding tenders to their own companies, flouting supply chain management policies.
This led to the ANC dispatching national officials to the municipality to save it from collapse. The party dispatched deputy secretary-general Jessie Duarte and a few weeks later a decision to assist the municipality with outside experts experienced in local governance and administration was taken.
Introducing the administrators to the council on Friday, Makamu announced the intervention team would be led by Frans Boshielo, whom he said had years of experience in local governance and administration in the North West and Gauteng.
The team will comprise municipal finance and supply chain specialists, human resource specialists, information and technology specialists and legal and labour relations specialists, said Makamu.
