Delaying tactics keep Busi in job

How is it that the public protector can, with objections and appeals, keep on with delaying tactics to keep her job and her pay while the whole issue goes about work knowledge, competence, integrity and fitness for the job?

It seems that once appointed, a Chapter 9 head is untouchable. Can she not be suspended? This is a case where a whole country is being held to ransom to ensure that one individual cannot be prejudiced, even minimally, if at all.
