WHY CUBAN FLAG?

Why does our Sassa queen [Lindiwe Zulu] have a Cuban flag on her hat? Whose army uniform is she wearing? Does any Cuban minister have a South African flag on his hat? In fact, where on earth does any minister of one country display the emblem of another when on official duty?
