PP’s problem seems to be her incapacity
ONE has to come to the defence of the public protector, in spite of the lambasting she received from High Court Judge Ronel Tolmay this week.
Having spent some time dealing with incapacity issues at work, this seems to be the only explanation on the matter.
Incapacity in employment matters relates to a person’s inability to do the work occasioned by prolonged illness, sudden mental illness and, lastly, the lack of requisite skills to do the work; call it a skills deficit.
It happens in many organisations where the wrong person has been appointed and it leads to work dissatisfaction.
Busisiwe Mkhwebane, in this instance, appears not to have the capacity to do the work as a result of her inadequate skills. When the parliamentary committee short-listed and interviewed the candidates for the position, maybe Mkhwebane misread the specifications of the job and its role.
This becomes clear from all the judgments that the many courts have delivered where her reports were set aside.
The most bizarre was the matter against Absa, where she called for a change to the country’s Constitution.
As long as she continues in this position she will continue to show up her skills deficit.
How else can one explain some of her pronouncements?
To continue to vilify her will not be helpful.
Now it’s up to Parliament to investigate her and take the necessary action.
