Not a waste

THE MUNICIPAL public company Teumo Serveis Públics SL, 100% owned by Teulada Moraira council, foresees a saving of more than €120,000 in the next five years.

This is following the tender of the contracts related to the acquisition of waste bags and fuel. After bidding for these two contracts, which have been pending for several years, beneficial agreements have been reached for the town hall coffers.

The data shows that a tender in early 2019 would have resulted in savings of more than €23,000 during the year.

“Since the current council arrived, we have acted in compliance with the law, and we have offered these services to achieve the best prices and more savings, not as it happened in the previous legislature”, said Héctor Morales, the councillor responsible for the public company.

In this sense, the forecast made by the company's own management, and in view of the current economic results, is to save more than €120,000 in five years, which is only related to these two contracts. The calculations, Morales explained, occur as an interpretation of the savings achieved in the last months of 2019.

“Regarding the fuel contract, we have achieved an average decrease in spending of €12,632, negotiating with local companies, who have offered significant discounts to municipal vehicles”, said Morales.

In this regard, significant savings have also been achieved with the award of the purchase contract for bags for cleaning and garbage collection services.

The contract has meant a reduction in expenses, which in a year could mean an average of €10,258. The contract of bags, of different sizes for different services, was awarded for two years to a new supply company.

The bidding process will continue with other services and benefits for Teumo Serveris Públics, according to Morales, who recalled the 'very serious' conclusions reached by a legal report that warned of breach of the contracting regulations that were taking place in Teumo when the last council team was in force, where none of the contracts were tendered as required by law.

The legal report clearly determined that “Teumo Serveis Públics SL has not complied with the obligatory legal precepts in the matter of Contracting of Public Services in the 2018/2019 period”.

These circumstances, in addition to meaning the breach of the law 9/2017, 'also caused clear damage to the public coffers, to the taxes paid by each resident, as we could have achieved better prices and, in some cases, more quality', concluded the councillor.
